Perhaps, such negativity is caused by the fact that, becoming the head of the region, officials do not fulfill their obligations, forgetting their promises, and do not make any progress in connection with improving matters aimed at improving the quality of life of ordinary citizens. What concerns the improvement of the territory or the construction of new significant objects, also fades into the background.

But if we talk about the former governor of the Khanty-Mansiysk Autonomous Okrug Alexander Vasilievich Filipenko, then it is impossible to rank him in such a list of officials who do nothing, because he was able to achieve sufficient changes in the region for all the time he was in a leading position.

Childhood

Filipenko Alexander Vasilyevich, whose family was quite large, was born on May 31, 1951. He was the fourth child of Vasily Fadeevich and Tatyana Romanovna (Filipenko's parents). family at thattime lived in Karaganda, Kazakh SSR, where, in fact, Alexander Vasilyevich's entire childhood passed. He successfully graduated from a comprehensive school in 1967, more precisely, he was among the best students, having received a gold medal at the end. After school, he entered the Kuibyshev Siberian Road Institute in Omsk, choosing the course of a bridge construction engineer.

Youth

Having received a diploma of a specialist at the institute of the city of Omsk, Filipenko Alexander Vasilievich went to work on the Ob River for four years in his speci alty in the city of Surgut. There he showed himself as a competent and qualified specialist. Good recommendations were written to him, and already in 1977 he went to Khanty-Mansiysk to the district committee of the CPSU.

At first, Filipenko served as an instructor, and then he was able to rise to a leadership position, namely the head of the construction department. At the age of 30, few people achieve such results, but the future governor of the KhMAO could, and he did it thanks to his perseverance and boundless devotion to his chosen profession.

First steps on the political Olympus

From now on, we can assume that the career of Alexander Filipenko went uphill. In 1982, he entered the post of first deputy district executive committee of the city of Khanty-Mansiysk, where he worked for only a year, because in 1983 he was sent to the Berezovsky district to the post of first secretary of the district party committee. He worked as a secretary for about 5 years, combining this timewith correspondence education at the Higher Party School, located in the city of Sverdlovsk (the old name of Yekaterinburg).

From 1988 to 1989, Filipenko changed jobs and for a whole year was in the position of second secretary of the district committee of the CPSU of the city of Khanty-Mansiysk. After that, in 1990, Alexander Vasilyevich Filipenko was elected a deputy of the Council of People's Deputies of the Tyumen Regional Center, and a year later, by decree of the President of the Russian Federation, he was appointed to the post of head of the administration of the Khanty-Mansiysk Autonomous Okrug.

Governor's post

In 1993, the Khanty-Mansiysk Autonomous Okrug was given the status of a full-fledged subject of the Russian Federation, which meant that from now on its population had the right to nominate a representative who would speak on behalf of the entire city and region and represent common interests. It was then that Filipenko Alexander Vasilyevich was nominated for this responsible post at the general vote. Two years later, he was appointed to the post of governor of the Khanty-Mansi Autonomous Okrug, which he held until mid-February 2010.

But even after his departure from the post of leader of the district, Filipenko did not disappear from the political Olympus. Already in March of the same 2010, he was approved as the auditor of the Accounts Chamber of the Russian Federation. During this time period, another significant event took place in the life of the governor: in 2002, he defended his thesis at the Russian Academy of Public Administration under the President of the Russian Federation. Filipenko Alexander Vasilievich, whose scientific degree was obtained in the field of sociological sciences, was able to prove once again that talented and intelligent people can achieve significantresults in everything. In this case, PhD degrees are also subject to them.

A few words about Ugra

Surely, many do not know what Yugra is. So, in order to understand what it was like to become the head of KhMAO, it is necessary to clarify this issue a little. Ugra is a huge territory that stretches from the Northern Urals to the Arctic Ocean. Long ago, the ancient Khanty and Mansi tribes lived in these expanses. By the way, the latter were much less than the former. So it was precisely because of the names of these tribes that the familiar to many was formed: the Khanty-Mansiysk Autonomous Okrug.

The northern regions of our country, of course, are famous for their deposits of natural resources, but in order to organize their extraction, it was necessary to carry out colossal work. Becoming the governor of the Khanty-Mansi Autonomous Okrug, Yugra found Filipenko, who was able to overcome all difficulties, doing the almost impossible.

The absolute majority of all those who managed to be ever acquainted with Alexander Vasilyevich Filipenko unanimously claim that he is a very reliable and purposeful person. Many note the fact that it was he who, on his shoulders, was able to endure all the hardships of the formation of the region. The work done is breathtaking:

1. The most important thing to put in the first place is a significant increase in oil production. Under the governorship of Filipenko in the region, this figure increasedalmost tripled, which made it possible to develop other branches of the district's economic development. Among those who know about the extraction of black gold firsthand, there is such an axiom: in order to recoup all costs, you need to increase the performance at least three times. Apparently, Filipenko himself adhered very strictly to this algorithm, which did not require proof.
2. The next, no less important aspect of the governor's activity was the construction of roads, which the region could not boast of before. Among the public routes appeared: the road between Khanty-Mansiysk and Nyagan, the highway "Surgut-Nizhnevartovsk" and the road connecting Khanty-Mansiysk with Nefteyugansk.

Indeed, Filipenko did a lot for his region, not without reason he spent more than fifteen years as governor. He was trusted not only by residents of the entire northern region, but also by colleagues and even the President of the Russian Federation. In 2003, he was even elected to the State Duma, but immediately after the announcement of the verdict, he refused the mandate.

About me and my family

Telling about his career, in some interviews, Alexander Filipenko notes that he is grateful to fate for giving him a chance. He considers all the events that preceded his political activity to be a lucky coincidence of life circumstances and nothing more.

He says that quite by accident at the age of 27 he was sent to Khanty-Mansiysk to the position of an instructor in the construction of bridges at the district committee of the CPSU. He was afraid of a status position, considering himselfabsolutely incapable of party work, but time set all priorities and managed to prove to Filipenko, and not only to him, that he was mistaken in his youth, not believing in his own strength.

The future governor of the Khanty-Mansiysk Autonomous Okrug and his family moved practically to nowhere, not being afraid to change their place of residence with small children. By the way, Alexander Vasilievich Filipenko was already married at that time and had three children. His wife Galina once shared in an interview that she and her husband discussed this appointment for a long time and eventually came to a positive decision.

They moved to a completely new house, where at that time there was not even hot water. Talking about the family of Alexander Vasilyevich, it is impossible not to mention one tragic fact: one of the sons of the former governor of the Khanty-Mansi Autonomous Okrug died in a car accident due to an absurd coincidence. Relatives suffered this tragic loss for a long time, but found the strength to live on.

After his appointment to the governor's post, Filipenko has not changed at all. He still, as before, went to work on foot without security. Many of his entourage, and not only, knew his address. As Alexander Filipenko himself, whose biography is closely intertwined with the northern region, notes, he was always a simple person and did not boast of his status at all.

For his successful career Alexander Filipenko receiveda huge number of awards, among which one can note the gratitude of the President of the Russian Federation, the title of Honorary and Honored Builder of Russia, as well as medals and orders of honor for special services to the Fatherland. All these regalia are not accidental, because the northern region owes its development to Filipenko.

Colleagues at work note that the time period from 1995 to 2010 was the most rapid in the development of Khanty-Mansiysk and Yugra as a whole, and the former governor at that time was a block man, with whom intelligence it's dangerous to go, and trusting the most intimate secrets is not scary.

Life after the end of a political career

Now Alexander Vasilyevich Filipenko still lives with his wife in Khanty-Mansi Autonomous Okrug, Ugra has become their home forever. He is a happy grandfather with two grandchildren growing up.
