In the 1990s in Ryazan, as well as throughout the post-Soviet space, there was a bloody criminal war. Automatic bursts and explosions in the city center have become the norm, and whole alleys of graves of young people who died in the showdown began to appear in cemeteries. Those who managed to survive and not end up behind bars in an era of huge money and short lives have become kings today. One of them is the well-known Ryazan politician Fyodor Provotorov.

Biography

Provotorov is a native of the village of Palnoye, 40 km from Ryazan. In the same village, he graduated from high school in 1982. Fedor Ivanovich Provotorov began his career at the Ryazan Radio Plant, working as a fitter. He then worked as a battery salesman at the Start store.

Business career

In the late 1980s, Provotorov, together with his wife Irina, opened a pawnshop on Cathedral Square, where he bought gold jewelry.

Since 1991, Provotorov was officially part of a number of different business structures of the regional capital. So, Fedor Ivanovich headed CJSC "Concern-Efes", a financial pyramid of JSC "Efes-Leader".

In 1995-1997 in the Ryazan region, including in Ryazan itself and Kasimov, Fedor Ivanovich Provotorov becameshareholder of a number of large companies and enterprises.

Political activities

Provotorov began his career in politics in the late 1990s. He was one of the founders of the Ryazan branch of the Unity party, and later headed it. In 2000, Fedor Ivanovich ran for the post of deputy of the Kasimov City Duma and won the election, gaining 63% of the vote. In 2001, he received the mandate of a deputy of the Ryazan Regional Duma.

In the same year, after Unity was reorganized into United Russia, Provotorov became a member of the regional political council of the party.

In the same period, he mastered the speci alty "jurisprudence" at the Ryazan State Pedagogical University. S. A. Yesenin, and also graduated from the Financial University under the President of the Russian Federation with a degree in finance and credit.

In early 2004, with a huge margin, he won the election of the mayor of the city of Kasimov. During his leadership of the city, the problems of water supply, sewerage, and improvement of living conditions were solved. Two years later, he became the mayor of Ryazan, replacing Pavel Mamatov in this post. Fedor Ivanovich held this position until March 22008. On this day, he left the powers of the mayor, becoming a member of the Ryazan City Duma from United Russia. March 20, 2008 heads the City Council.

April 23, 2012 Provotorov has to leave the post of chairman of the City Duma under pressure from the public and at the request of the regional governor Oleg Kovalev. At the same time, Fedor Ivanovich remained an ordinary deputy. Three months later, on July 23, he passes to the Kasimov City Duma in the third single-mandate constituency. His candidacy was nominated by the public organization of merchants "United Kasimov". On July 26, 2012, he submits an application for the removal of his powers as a deputy of the Ryazan City Duma, which was satisfied a month later, on August 30, 2012.

From October 10, 2012 to the present, he has been working as chairman of the Kasimov City Duma.

Criminal Biography

In the early and mid-1990s, Provotorov was the crime boss of the infamous Slonovskaya organized crime group and was known in the criminal community under the nicknames "Fedya Lysy" and "Iron". In many photos, Fedor Ivanovich Provotorov is captured along with the leaders of this bandit formation. As part of this organized criminal group, Fedor Ivanovich committed a number of crimes. So, in 1995, Provotorov, being the director of the Efes-Leader company, made an attempt to seize the Central Market of Ryazan, which turned into a fight in the administration building of the enterprise.

When in the fall of 1996 the RUBOP began smashing and arresting "elephants", as they were called in the city, Provotorov was also amongsuspects. He was charged with participating in the sale of the main stake in the Kasimovsky distillery, as a result of which the enterprise completely came under the control of a reputable entrepreneur. Fedor Ivanovich was even under arrest for some time, but then he was released on bail, and the criminal case against him was closed six months later.

In the summer of 1999, Provotorov founded his own criminal gang, whose members were also Sergei Zenin and Mikhail Bulychev (today also well-known Ryazan politicians).

On the night of September 1-2, 2006, Provotorov, driving his Mercedes ML-500, on the R-123 Ryazan-Spas-Klepiki highway, at high speed, killed 18-year-old Sasha Krylov and 14- summer Lyosha Popkov, moving on a motorcycle. However, Provotorov's friend, a deputy of the Kasimovskaya District Duma, previously convicted Sergey Vasin, tried to take the blame for this, whom Provotorov called by phone directly from his home to the scene of the accident. He was deliberately hit in the face, and the blood was smeared on the airbag and steering wheel. However, Provotorov's phone was tapped by law enforcement agencies, and the deception was exposed in court. As a result, in May 2007, criminal cases were initiated against Provotorov under Articles 264, 289 and 306 of the Criminal Code of the Russian Federation.

The investigation into this sensational case lasted several years and was completed only by April 2011. On August 8 of the same year, the case was received by the prosecutor for the consideration of especially important cases. A year later, on August 20, 2012, the case was sent to the court for consideration. However, by that time6 years have already passed since the accident - the statute of limitations for such crimes. Thus, Provotorov again managed to avoid imprisonment.

Awards

Fyodor Ivanovich Provotorov repeatedly received various awards during his career. Thus, the Russian Orthodox Church awarded Provotorov with the Order of Daniel of Moscow of the third degree for his participation in the restoration of ancient and lost churches and monasteries in the Ryazan diocese. Fyodor Ivanovich received the medal "Honor and Benefit" from the "Patrons of the Century" foundation. In 2014 he was awarded the medal "In memory of the feat in the Patriotic War of 1812". In February 2015, he became an honorary resident of Kasimov, where Fedor Ivanovich Provotorov now works, and also received a diploma from the regional governor Oleg Kovalev.

He lived in a marriage with a certain Provotorova Irina Anatolyevna, later divorced. Currently unmarried.
