Biography

Yuri Ilyich was born on June 3, 1953. Yuri Skuratov, whose biography begins in Ulan-Ude, went to school in his native city and graduated from it in 1968. Then there were student years in Sverdlovsk, where the young man studied at the institute as a lawyer. Five years later he graduated, but decided to continue his studies in graduate school. Soon he defended his PhDdissertation.

Then he served in the Russian army for two years, Yury Skuratov served in the special battalion of internal troops. After demobilization, he returned to the university, where he had authority. Here he began to teach, and also became an assistant professor and dean of the faculty. Very soon, Yuri Skuratov becomes a professor, having defended his dissertation. It is noteworthy that Yuri Ilyich was the youngest Doctor of Law in the USSR.

Moving to Moscow

Already in 1989, Yuri Ilyich was noticed by the apparatus of the Central Committee of the CPSU, where he took the position of consultant, lecturer and deputy director of the department.
