Konstantin Titov, whose biography is described in this article, is the ex-governor of the Samara region. He led the region for eight years. He was appointed to the post of governor, first by B. Yeltsin, and then by V. Putin. Twice resigned on his own initiative.

Childhood

Konstantin Titov was born on October 30, 1944 in Moscow. His father was an employee of Glaucus. Konstantin Alekseevich happened to move several times to live in other cities. First, his father took the whole family to the Volgograd region, in the city of Kalach-on-Don. Then, in 1952, - to the Vologda region, in the city of Vytegra, and in 1653 - in Tolyatti. There, Alexei Sergeevich (Konstantin's father) received the position of department head at Kuibyshevgidrostroy. Education

Konstantin graduated from high school in Stavropol-on-Volga in 1962 and continued his studies at the Kuibyshev Aviation Institute (now Samara State Aerospace University). Work

He started as a junior researcher, later became the head of a research laboratory for the Volga economic region. The rise of a political career

In 1991, on the day the putsch of the State Emergency Committee took place, he went on sick leave. He avoided public events for several days. And on August 21, he began to call on the city authorities to comply with the decrees of Yeltsin, the president of the RSFSR, declaring the unconstitutional creation of the State Emergency Committee. As a result, on August 31, 1991, Titov was appointed head of the administration of the Samara region.

In 1993, when there was a confrontation between the president and the Supreme Council, Konstantin Alekseevich again took the side of Yeltsin. He condemned the attempt by the Samara Regional Council to declare Decree No. 1400 unconstitutional.

In 1992, the governor of the Samara region, Konstantin Titov, joined the political council of the Russian Movement for Democratic Reforms (RDDR). In 1993, this organization almost ceased its activities. And Titov got acquainted with scientists from E. Gaidar's entourage. And he joined the DVR (Democratic Choice of Russia) party.

Entered the political council, and in 1995 was delegated by Ye. Gaidar to the NDR party ("Our Home is Russia"), which was created by V. Chernomyrdin. Konstantin Alekseevich left the Far East. In the spring of 1995, he became head and deputy chairman of the Samara branch of the party. From 1996 to 2002, he headed the Committee on Budget, Taxes, Customs and Currency Regulation, Finance and Banking.

In 1996, Titov was elected by a majority of votes to the post of governor of the Samara region. In 1997, he resigned from the post of Deputy Prime Minister of Russia. Konstantin Alekseevich was considered by many to be Yeltsin's successor. And Titov repeatedly criticized his rival - V. Putin. It was him that Yeltsin later officially named his successor.

Disappointed by the result of the elections, Konstantin Titov resigned from the governor's post. But when the early elections of the head of the Samara region began, he again put forward his candidacy and won 53% of the vote.

Titov was the chairman of the RPSD party, then the SDPR. In 2004, Konstantin Alekseevich appeared in the case of the illegal allocation of budget funds for the Samara provincial trading house. But from the accused, Titov was reclassified as a witness. And he was able to retain the governor's post thanks to a new appointment to it by President V. Putin.

In 2005, Titov became a member of the United Russia party. In 2007, he voluntarily resigned as governor. And he became a member of the Federation Council from the Samara region. From 2007 to 2008 he was Deputy Chairman of the Social Policy Committee. Then he alth care was added to the same position. Since 2008, he has been a member of the Commission for Interaction with the Accounts Chamber of Russia.

Family

The ex-governor of the Samara region Konstantin Titov is married to Natalya Borisovna Znamenskaya. In 1974, their son Alexei was born. He successfully graduated from the Samara State Economic Academy. In 1998 he was appointed toposition of Chairman of the Board of Gazbank. Konstantin Alekseevich is a happy grandfather who is now raising two grandchildren - Konstantin and Ivan.
