Biography
Eleonora Mitrofanova was born on 1953-11-06 in Stalingrad (now Volgograd). Her father worked in the State Planning Committee of the USSR. After leaving school, the girl entered MGIMO, in 1975 she received a diploma in international economics, then worked at the Soyuzmorniiproekt Research Institute of Maritime Transport, where she gained experience in the field of international relations.
In 1990-1993 Eleonora Mitrofanova headed the Ecolex law firm in Moscow, and then was elected to the State Duma from the LDPR. In May 1995, her powers were prematurely terminated due to the transition to the civil service.
Career development
In April 1995, Eleonora Valentinovna, by appointment of the State Duma, began working inAccounts Chamber of the Russian Federation as an auditor for the control of the banking system and public debt. In February 2001, she was relieved of her post and appointed Deputy Director-General of UNESCO.
Having received this position, Mitrofanova left for France, where she worked until May 2003, until she was offered the post of First Deputy Minister of Foreign Affairs of the Russian Federation. It was a truly historic event, as for the first time in our country's diplomacy, a woman became a Deputy Minister.
In her new position, Eleonora Valentinovna was in charge of ensuring the rights of Russian citizens abroad, she was in charge of the activities of the Roszarubezhcenter and the Office for Compatriots.
2004-2008
In August 2004, Mitrofanova was appointed head of the Roszarubezhtsentr at the Russian Foreign Ministry. In this position, she declared the socio-political space of the B altic States and the CIS, initiated analytical research to obtain statistical data and up-to-date information about the Russian diasporas. During the time that Eleonora Valentinovna was in charge of Roszarubezhtsentr, fifteen of its representative offices were opened abroad. At the end of 2008, she was removed from her position, as the organization was abolished and its functions transferred to Rossotrudnichestvo.
Eleonora Mitrofanova again went to Paris to work as Permanent Russian Representative to UNESCO.
2009-2016
Heading the diplomatic mission in France, Eleonora Valentinovna took part in the sessions of the General Conferenceand the Executive Board of UNESCO. During its activity, dozens of international conferences, exhibitions and concerts were organized with the participation of prominent Russian scientists, cultural figures, cosmonauts, museum workers and journalists.
Retaining the status of permanent representative, Eleonora Mitrofanova held high leadership positions in UNESCO: in 2009-2011. was Chairman of the Executive Board, in 2011-2012. - Head of the World Heritage Committee.
Under her chairmanship, the Lena Pillars, a national park in Yakutia, were included in the UNESCO World Heritage List, many Russian figures, athletes and artists were awarded honorary titles by UNESCO, including singer Alsu, tennis player Zvonareva, public figure Ochirova, People's Artist Matsuev.

Eleonora Mitrofanova is fluent in Spanish, French and English. He is a candidate of economic sciences and a full member of the International Academy of Management.
In 2003 she was awarded the Order of Friendship and the Order of Merit for the Fatherland, second degree. In the same year, she became the laureate of the RABP "Olympia" award, which was created to recognize the achievements of women.
In 2013 she received the Order of Honor. In 2017, she was awarded the Order "Duslyk" - an award of Tatarstan, which is awarded for merits in strengthening the authority of the republic at the international level.
In July 2018, by the decision of the synod of the Serbian Church, the head of Rossotrudnichestvo was awarded the Order of Queen Militsa for the love for the Serbian people shown in the work to preserve church shrines in Metohija and Kosovo.
Private life
Eleonora Mitrofanova is married, with her husband they have four children and five grandchildren. The younger brother of the head of Rossotrudnichestvo is also a well-known person in politics: Alexei Mitrofanov was a former State Duma deputy, a member of the Just Russia and LDPR parties.
