Krasnodar Territory is one of the subjects of the Russian Federation. It is located in the extreme south-west of Russia, mostly in the Kuban river basin. Therefore, often its flat and foothill parts are simply called Kuban. The region was formed on September 13, 1937. The area of the region is 75485 km2. The population is 5603420 people. Belongs to the Southern Federal District. The administrative center is Krasnodar. The budget of the Krasnodar Territory is focused on the implementation of social policy.
Krasnodar Territory is one of the most prosperous agricultural regions of Russia and one of the leaders among the regions of the Russian Federation in terms of living standards.
Economy of Kuban
The economy of the region is based on agriculture and tourism. Industry is underdeveloped. Its role in the economy is only 16%, which is 2 times lower than in the whole country. The ecological situation, if notconsider Krasnodar itself, quite favorable.
The basis of the industry is the food industry. In second place is the power industry. The bulk of production is concentrated in three large cities: Krasnodar, Armavir and Novorossiysk.
The transport system is represented by major Black Sea ports, railways, airports and highways. The transport network is well developed.
Structure of the budget of the Krasnodar Territory
The regional budget has a rather complex structure. It is based on the so-called consolidated budget of the Krasnodar Territory. It is the sum of elements of different levels. It consists of the budgets of regional, district, city, rural, municipal (the municipal budget of the Krasnodar Territory). In total, there are 37 districts, 7 urban districts and 382 settlements in the region. Consolidated budget revenues gradually grew. So, in 2014 they amounted to 232.87 billion rubles, in 2015 - 236.84 billion rubles, and in 2016 - 263.12 billion rubles. This indicates a slight positive trend in recent years. However, its growth was ensured by an increase in the tax burden on organizations, and not by growth in the real sector of the economy.
The increase in spending was marginal. In 2014 they amounted to 259.76 billion rubles, and in 2016 - 260.87 billion rubles. The difference between expenditures and revenues created a budget deficit, except for 2016. Thus, in 2014 the deficit amounted to 26.89 billion rubles, in 2015 - 17.14 billion rubles, and in 2016 - 2.25 billion rubles.

Finance Minister of the Krasnodar Territory Sergey Maksimenko spoke about the most important budget items for the current 2018 and the next 2 years. According to this information, budget revenues in 2018 will amount to 216.3 billion rubles, in 2019 - 215.3 billion rubles. and in 2020 - 220.4 billion rubles. This indicates a decrease in budget revenues over the past 2 years.
As for expenses, in 2018 they will amount to 215.6 billion rubles, and in 2019 - 215.2 billion rubles. Therefore, the budget is quite balanced.
Main objectives of the regional budget policy
The main goal that is set when forming the budget of the Krasnodar Territory is to improve the quality of life of citizens. First of all, it is providing access to quality services and social assistance to those who need it. It is also the creation of comfortable and favorable conditions for people's lives. This was announced by the Minister of Finance S. Maksimenko. Also, the regional authorities want to reduce the public debt and the costs associated with paying interest on debt obligations.
It is planned to spend 71% of budget expenditures on social and cultural purposes. Among the priorities is an increase in the wages of state employees by 5%, who were not subject to the "May" presidential decrees. The growth of scholarships and social payments will be 4 percent.
Funds from the federal and regional budgets will also be used to build schools (13,570 places) and kindergartens (2,310 places). This project will be carried out during 2018-2020years.
In the future, 27 regional state programs will be implemented, including a program aimed at developing a modern urban environment.
Municipalities of the Krasnodar Territory will receive 71.7 billion rubles through interbudgetary transfers.
Tourism in the Krasnodar Territory and budget planning
In recent years, much attention has been paid to the development of tourism. The annual growth in the number of tourists creates a significant cash flow that can affect the filling of the regional budget. The most financial projects are associated with the development of ski tourism in the area of the village. Krasnaya Polyana (Mzymta river valley).
The main federal resorts are Sochi, Anapa and Gelendzhik. There are also a considerable number of resorts of regional significance. Unfortunately, the budget of the Krasnodar Territory has very few funds allocated for the environment. In combination with the massive development of tourism and economic activity, this leads to negative consequences for the unique and picturesque nature of this region. And the spread of chaotic and overly dense buildings, combined with the destruction of greenery, can make holidays in resorts uncomfortable and unattractive, especially in the heat. Definitely, part of the budget funds should be directed to the rational planning of the resort infrastructure, as was done under the Soviet Union. At the moment, these issues are not given much attention, which has already spoiled the resort potential of the Black Sea coast and other regions of the Western Caucasus.
