The future Ukrainian politician was born on August 22, 1954 in the city of Voroshilovgrad, Voroshilovgrad region. In 1992 he graduated from the Kyiv Institute of Political Science and Social Management, where he received a master's degree. Alexander graduated from the International Academy in Kyiv already in 1996, where he received a degree in economics. 18 years after receiving the last higher education, he became a doctor of economic sciences.
From 2006 to 2007, he was a People's Deputy of Ukraine from the Party of Regions of the 5th convocation, served as head of the Verkhovna Rada Committee on Regulations, ensuring the activities of the Verkhovna Rada and deputy activities. In 2014, the Prosecutor General of Ukraine filed charges against politician Oleksandr Yefremov of abuse of power and coercion of officials in order to obtain material gain.
