Vladimir Yakovlevich Butov was born on April 10, 1958 in Novosibirsk. The education received in 1994 at the Higher Institute of Management in Moscow, according to which Butov is a master of management and economics, is false. Vladimir Butov did not undergo training and certification at this institute. Work as a carpenter (Leningrad seismic expedition) in the Nenets Autonomous Okrug was the beginning of his career.

The Nenets People's Company has been waiting for a long time for a permit for the Kharyaginskoye field, which at that time was in the most promising pantry in the entire Nenets Autonomous Okrug. Later, after Vladimir Yakovlevich Butov became the governor of the Nenets Autonomous Okrug, he gets great prospects in this company.

The Yushar company, established in 1997 to control oil production in the entire Nenets Autonomous Okrug, caused general bewilderment and scandalin the Legislative Assembly. However, Vladimir Butov does not give up his plans and a few years later creates the Nenets People's Company, which began oil production from well No. Delta . Their co-founders were proxies of the governor. In this way, Butov hoped to gain access to the well.

Butov went further and issued a decree in order not to draw attention to these manipulations, but this does not help him avoid starting an investigation.

Nenets People's Company from January 29 to April 24 produced oil from well No. 60. The amount of production for this period of time was 158,555 tons of raw materials resold to the Czech Republic and Germany. The profit of the Nenets People's Company remained unknown, accounting reports were not kept for either the first or second quarters.

How could the government let this happen? The Nenets People's Company carried out oil production under the guise of geological exploration, but there was a license for exploration - it was issued by the Central Commission of the Ministry of Fuel and Energy.

However, already in August, the prosecutor's office tried to hush up this criminal case, the main defendant of which is Vladimir Yakovlevich Butov, hiding its relationship with illegal mining from well No. 60. Therefore, the criminal case was sent to the Arkhangelsk region for investigation.

Later, the publication, based on documents that were obtained through various sources, required clarification from the administration of the Nenets Autonomous Okrug. Editorial questions sent to his address never received a response.

Bringing to criminal responsibility

Disrespect for the law prompts the Prosecutor General's Office to appeal to the President with a request to remove Vladimir Yakovlevich from the governor's post of the Nenets Autonomous Okrug. Subsequently, it becomes known that Butov has six completed criminal cases. On the account of Vladimir Yakovlevich, there were about forty subpoenas to the prosecutor's office and not a single appearance.

Later, from Naryan-Mar to St. Petersburg, about seventy volumes of criminal cases were delivered to the prosecutor's office, and each of them contains the governor's surname. Absolutely all the materials of the case were collected by Viktoria Bobrova, senior assistant to the prosecutor of the Nenets Autonomous Okrug. She sent all the subpoenas within one year, put Vladimir on the wanted list and collected all the necessary charges, guided by serious articles.

But the leadership of the Nenets Autonomous Okrug soon canceled all the decisions of Victoria Bobrova, and she was sent on vacation.

Engaged in an accident

On January 13, an accident occurred with the direct participation of Vladimir Yakovlevich Butov himself on Kutuzovsky Prospekt. He,while driving a Nissan, violates traffic rules, which leads to a collision with another car.
