Vladimir Yakovlevich Butov was born on April 10, 1958 in Novosibirsk. The education received in 1994 at the Higher Institute of Management in Moscow, according to which Butov is a master of management and economics, is false. The Yushar company, established in 1997 to control oil production in the entire Nenets Autonomous Okrug, caused general bewilderment and scandalin the Legislative Assembly. Nenets People's Company from January 29 to April 24 produced oil from well No. 60. The amount of production for this period of time was 158,555 tons of raw materials resold to the Czech Republic and Germany. The profit of the Nenets People's Company remained unknown, accounting reports were not kept for either the first or second quarters.
How could the government let this happen? The Nenets People's Company carried out oil production under the guise of geological exploration, but there was a license for exploration - it was issued by the Central Commission of the Ministry of Fuel and Energy.
However, already in August, the prosecutor's office tried to hush up this criminal case, the main defendant of which is Vladimir Yakovlevich Butov, hiding its relationship with illegal mining from well No. 60. Therefore, the criminal case was sent to the Arkhangelsk region for investigation.
Later, the publication, based on documents that were obtained through various sources, required clarification from the administration of the Nenets Autonomous Okrug. Editorial questions sent to his address never received a response.
Bringing to criminal responsibility
Disrespect for the law prompts the Prosecutor General's Office to appeal to the President with a request to remove Vladimir Yakovlevich from the governor's post of the Nenets Autonomous Okrug. But the leadership of the Nenets Autonomous Okrug soon canceled all the decisions of Victoria Bobrova, and she was sent on vacation.
