Omsk is a huge industrial city. He became a "millionaire" back in 1979. And it was then that the idea to create the Omsk Metro was born. However, the implementation of plans dragged on for many years.
History
So, it all started with tram lines. They were launched in the mid-30s of the last century. In Soviet times, this type of transport was actively developed. It was in great demand among the population, especially due to the lack of alternative ways to move around the city.
In the second half of the 20th century, new technologies appeared to increase the speed of moving wagons. So, in 1977, route No. 2 was opened for passengers with increased speed of movement along the tracks. However, in 1979 the number of citizens officially exceeded 1 million people. Ground rail transport has ceased to meet the needs of people.
Local authorities and commissions began to conduct studies and meetings on how to build the Omsk metro, and began to draw up an evidence base on the need for new communications. With the help of Moscowspecialists prepared a plan for the construction of the complex before the year 2000.
Attention from the state
But Omsk alone could not undertake such a voluminous work. Through the vigorous activity of S. I. Manyakin - the first secretary of the regional committee of the CPSU in Omsk - the project was brought to the all-Union level and received funding from Moscow. As a result of passing all the procedures for approvals and approvals, the construction of the Omsk Metro was to begin in 1990.
The original plan was to connect the central part of the year and the industrial zone with an underground tunnel. So, the line was supposed to consist of 8 points: from the station "Mashinostroiteley" to "Levoberezhnaya" along the right bank of the Irtysh River. The start date for work was delayed due to political changes in the country and the outbreak of the crisis.
Object under new power
The government again remembered the need to build the Omsk metro at the end of 1990, and work continued on preparations at various levels. In 1993, direct construction began. However, due to poor funding, construction of the tunnels has been slow and no completion dates have been announced.
First change of plan
Gradually the situation in the city changed. Many factories have ceased to function. The load on other main routes has increased. Therefore, in 1997 a new underground utility plan was proposed. He envisaged the construction of a metro bridge and the laying of stations on the left bank of the Irtysh River.
The construction of the Omsk metro wasunder the personal control of Governor L. K. Polezhaev. By his decree, the transfer points were renamed from "Red Way", "Architects Boulevard" and "Bus Station" to "Library. A. S. Pushkin", "Crystal", "Cathedral". He said that the launch of the cars will take place in the summer of 2008
Successes and failures
The bridge for the movement of trains and cars was ready for operation and opened for cars in 2005. It was called the "60th anniversary of the Victory". Under the asph alt road, two tracks were placed for the movement of wagons. By this time, the tunnel drilling complex, previously occupied in another section, was delivered to the bridge, and the tunneling began to the Zarechnaya station.
By the due date, they only managed to complete the repair of the station on the right bank. Due to the crisis that began in 2008, the Omsk metro turned out to be unfinished. A large reduction in project funding occurred due to the relocation of the office of the largest mining company Sibneft (Gazprom Neft) to St. Petersburg.
In May 2008, a 70 cm thick pipeline burst. As a result, part of the tunnels and all the equipment for work were flooded. It took several weeks to restore the equipment. Further activities were carried out slowly. A year later, the metro of the city of Omsk in the form of the first line was only a quarter ready.
Spending and Conservation
At the beginning of the new decade, there were also not enough funds to intensify construction. Federal authorities are notthey allocated money, and the city government could only maintain the already erected facilities in proper condition. After visiting the city by the Minister of Economic Development E. S. Nabiullina Omsk was promised 1 billion rubles for the resumption of work.
In order to reduce costs, several new options for the arrangement of stations and trains have been proposed. So, we successfully developed shortened platforms for boarding and disembarking passengers. We decided instead of the standard 102 meters, designed for 5 cars, to equip strips 60 meters long, designed for three elements of the carriage.
In addition, it was supposed to introduce trains moving automatically without the participation of the driver. And also for the sale of tickets were going to use special terminals. These measures would reduce the cost of maintaining a large number of staff.
Another turn
Work resumed in the summer of 2011. At that moment, a machine was launched to lay a tunnel from the Kristall station to Zarechnaya. Governor L. K. Polezhaev announced a new deadline for putting the facility into operation - autumn 2015. In parallel, the construction of a pedestrian crossing was carried out at the station Library im. A. S. Pushkin”, which was opened for public use in autumn 2011
However, the allocated funds ran out quickly. At first, work was slowed down, and then the construction of the Omsk metro was completely suspended. In 2012 D. A. Medvedev, being the president of the Russian Federation, drew attention to the long-term construction, and a year later, again, a certain amount of finance was received on the accounts of contractors. Butand they turned out to be much less than required. Object refinement activities have been postponed indefinitely.
Distant plans
Despite all the negative experiences, there is officially a communications development project. So, after the launch of the first section of line No. 1, it is expected to be extended on the right bank of the Irtysh. Some of the work has already been done there. Then construction will continue along the left side of the river to the point "Airport". Schemes for the construction of the second direction have also been approved. It will run parallel to the Irtysh on the right bank. The construction of the third line is also planned.
However, all these prospects are very vague. The budget of the city and the region cannot afford such a large-scale construction. The federal authorities do not attribute this long-term construction to priority projects, therefore only small injections are allocated from the state budget, providing a rare point activation and progress of work further.
Rejection of the classical scheme
Gradually, the urban media began to discuss the question of the profitability of the subway. After making calculations, experts found out that 24 billion rubles are needed to build the complex in the basic configuration. To this amount should be added the price of rolling stock. At the same time, it was noted that such costs could not be repaid by passenger transportation.
Governor V. I. Nazarov took the initiative to include the already built tracks in the high-speed tram system. The City Projects company was invited to create the plan. ATAs a result, three options for integrating long-term construction into the new conditions were presented. Depending on the investment made, it is expected to cover up to 70% of the entire transport system of Omsk.
Citizens are pretty tired of waiting for the construction of the Omsk metro. The photo of the scheme with a single station is a reflection of the frustration of the people with endless promises and speculations on this topic.
