OKPD classifier is a systematized and coded catalog of products.
Develop and make changes
This classifier was developed by the Ministry of Economic Development and Trade. Necessary changes and additions are made by Rosstatistica. OKPD 2 has been in force since 2015.
Classifier tasks
OKPD allows you to solve problems:
- drawing up acts that regulate certain types of production;
- application of coding and product classification in state statistics;
- when public procurement, as well as municipal procurement, classifier codes are used when processing documents for the purpose of filing an application;
- when taxing legal entities;
- when carrying out procedures for confirming the conformity of goods;
- when implementing the standardization of manufactured products;
- when compiling statistical data that are necessary for the implementation of financial and economic activities in world markets.
OKPD device
Its structure is based on the statistical system of product codes in the European financial community. OKPD code classifier includes 6 characters. It is possible to use 7-9 codes. The names of services and goods are similar to those in transnational classifiers. This classifier is interconnected with OKVED, which is used to code types of foreign economic activity.
Classifier structure
This reflects not only manufactured products, but also the work performed and the services provided. A hierarchical classification and sequential coding is applied. The first two characters include the Latin alphabet, denoting sections and subsections. The code of goods, works and services includes from 2 to 6 characters, as is customary in European classifiers.
The All-Russian OKPD classifier here includes classes and subclasses, groups and subgroups. In addition, signs are distinguished to take into account the peculiarities of the Russian economy. Here, codes from the TN VED are used. If detail is not used at the Russian level, these three steps indicate 0. These signs are used to classify products into types, categories and subcategories. A separating point is placed after every two characters in the classifier code.
Who needs to use the classifier
It is mainly used by business entities operating in our country. The OKPD classifier allows you to provide information support in the implementation of public procurement and contracts,organization of taxation of business entities for their better functioning, bringing to the attention of foreign partners about manufactured products.
In addition, its use allows the coordination of the activities of trading houses and exchanges using international electronic systems. This classifier ensures the entry of Russian products to interstate markets and provides an opportunity to expand the information database.
In conclusion
The OKPD classifier presents the coding and classification of products, including goods, works and services. It is mainly used for statistical purposes and to ensure that products enter international markets. Harmonized with the CPA 2002 European Classifier.
