This day was introduced so that the child avoids a long stay in the open air, especially without adult accompaniment. This is especially true for residents of the Yamalo-Nenets, Khanty-Mansi Autonomous Okrug and other relevant regions onterritory of Russia. More recently, the following news sounded as usual in winter, for example: “Surgut activation - until November 18, elementary school students are recommended to stay at home.” There was even a schedule of announcements in the morning on radio and television about whether the day was activated or not.

• Also, in heavy rain(downpour) if the amount of precipitation was 30 mm per hour, lasting from 2 to 5 days, as well as in the case of continuous rain lasting more than 3 days, with the likelihood of further consequences for the territories.

In winter, hail with a diameter of 20 mm of any duration could be the reason for such periods. Heavy snowfall for 12 hours, snowfall up to 150 mm or prolonged blizzard with a general or blowing blizzard and a visibility range of only 500 meters, with a wind speed of 15 meters per second.

How not to forget about adults?

History shows that the activated day was also determined for working people. Decree No. 365 “On outdoor work in the cold season” of December 23, 1958, the Council of Ministers of the Komi ASSR and the regional Council of Trade Unions set temperature limits for adults on active days. This document states that if the temperature is below -40°C at a wind speed of up to 2 m/s, then outdoor work is not carried out. The same happens in the following cases:

• at temperatures up to -35°С - with wind intensification up to 5 m/s;
• at 6-10 m/s - up to -30°С;
• at 11-15 m/s - up to -20°С;
• at 16 m/s and more - up to -15°С.

Some experienced professionals can easily determine the wind speed even "by eye". So, if thin tree trunks sway, then the wind speed is approximately 8-11 m / s. If thick branches sway or the telegraph wire “buzzes”, then it is already 11-14 m / s, and activation is expected (what such a word means, in fact,understand).

By the way, when working at a height of -30 ° C, if the wind speed is up to 5 m / s, or -25 ° C, if the wind speed is 6 m / s and above, it is necessary to stop your actions, including number on a pole or roof. If the temperature is -30°C to -40°C, then the working day is reduced by an hour, and the periods of break for warming are at the expense of working time. The administration of the enterprise can change the nature of the work, even without taking into account the qualifications of the worker in case of extreme weather conditions.

How to deal with bad weather?

Today, activation (what it is and how to be with it is already clear) is not officially announced. Announcements about her ceased from January 15, 2015. Classes in general education institutions must be held in any weather. But having learned an unfavorable forecast for the day, the parents of the children or their legal representatives have the right to decide for themselves whether to send the child to school, and even more so to kindergarten.

Several degrees of adverse weather conditions are reported in the weather forecast instead of an act to help make this decision:

• first degree applies to students in grades 1-4;

• third - grades 1-11.
