Since 1997, the state has established a minimum level of income that is necessary to maintain a decent standard of living for a citizen. This level is considered a living wage. In the Krasnodar Territory, it is determined and calculated in accordance with the Law of June 9, 2010 No. 1980-KZ.

Quarterly, the Ministry of Labor and Social Development issues an order that establishes what the cost of living in the Krasnodar Territory should be for the next quarter. These requirements apply to the entire region. Control over their implementation rests with the head of the ministry. The level of income prescribed in the normative act is the minimum. The cost of living in the Krasnodar Territory, when compared with other regions of Russia, is not very high. For example, in the regions of the Siberian Federal District, the Far East, as well as in Moscow and St. Petersburg, it is much higher. Of course, the average earnings and pricesfor food products and basic necessities above the price level, which can be traced in the Krasnodar Territory.
Minimum wage and living wage
Before 2018, these two indicators were significantly different from each other. But finally, innovations in our country have also touched this area. In February of this year, the State Duma adopted a bill that equalizes the minimum wage for citizens' incomes and the cost of living. After the signing of this law by the president, the minimum wage for state employees from May 1 cannot be lower than 11,163 rubles. However, in the Krasnodar Territory this amount is much higher than the minimum wage. This difference will be restored at the expense of the Federal Reserve Fund, which, of course, will also affect the increase in the living wage. But these changes will affect only working citizens. For other categories, the cost of living in the Krasnodar Territory will be supported only by the regional budget.
What is it for
The cost of living in the Krasnodar Territory helps to assess the standard of living of citizens in the region. Every three months, the regional administration collects statistical data from the entire region on the rise in prices in cities and villages, on the level of the minimum wage, prices for housing and utilities. After analyzing the main indicators, the minimum amounts of all subsidies in the region at the expense of the regional budget are assigned. These minimum norms are used by the government of the region and municipalities when drawing up social programs, assigning child and other benefits. Also, with its help, the amount of social subsidies for the poor and the disabled is calculated. This indicator sets the minimum wage for pension payments. For disabled citizens, the minimum amount of money is also determined. When looking for work through the employment service, they can count on an additional payment in the amount of the living wage established in the Krasnodar Territory.
Categories of citizens who have a minimum level
The law established four categories of citizens for whom the subsistence minimum is calculated:
- Total (per capita). This category includes disabled citizens living and registered in the territory of the region, students studying in educational institutions, as well as non-working residents of the region who are registered with the employment service. Prior to the entry into force of the Order of the Ministry for the first quarter of this year, the financial minimum for this category of citizens is 9,925 rubles.
- Able-bodied population. Officially working citizens who make deductions to the tax authorities. For this category, whose place of work is considered budgetary, as mentioned above, from May 1, the minimum wage is set at 11,163 rubles. That is, now it is forbidden to pay wages less than this amount.
- Pensioners. A separate category of citizens who have reached the age of 55 or 60 years, respectively, for women and men. Providing cash benefits not lower than the subsistence level established in the regionresidence guaranteed by the state. If the pension is lower, the pension fund takes this circumstance into account and makes an additional payment to pension accruals. The living wage for pensioners in the Krasnodar Territory is 8,229 rubles. This amount of subsidies is indicated in the Order of the regional ministry of TiSR dated February 1, 2018.
- Children. Citizens who have not reached the age of majority, that is, 18 years old, who live, as well as those who were born on the territory of the Russian Federation, belong to this category. Their standard of living in the Krasnodar Territory is set at 9,486 rubles. Based on this indicator, child allowances, monthly and one-time cash payments for existing children's social programs are calculated.
The need for this indicator and its growth
The living wage is an indicator of the standard of living of the people. It is used to further study the quality of life of citizens. Depending on this indicator, further planning is underway to pay funds to those in need and issue subsidies. But also many factors influence its rise and fall. But the main component of the change in the subsistence minimum in a positive direction is considered to be the direction of the policy and economy of the region and the entire state as a whole. The higher the subsistence level, the higher the standard of living of people living in our country.
