Mother worked in a Stalingrad hospital, and father was a scout. They saw each other only after the war, but since then they have never parted. Oleg was the only child in the family.
He was very attracted to sports since childhood, and Kovalev wanted to take it seriously. But his life turned out differently. He planned in the future to get out of the village into the city and "break out into the people." Initially, his dreams were associated with the Institute of Physical Education or the Leningrad Polar School. But life decreed otherwise.

When Oleg Ivanovich worked in Norilsk for five years, he simultaneously studied at the local industrial institute, at the correspondence department. But a sudden business trip prevented him from completing his studies. And he continued it already at the Rostov Civil Engineering Institute, after which he received another diploma in the speci alty of civil and industrial construction. The Ryazan region did not want to put up with his candidacy.
Kovalev was accused of inattention to the social problems of the region. The situation became very aggravated when the popular vote joined the results of the elections. Crowds of residents of the region came out to rallies with derogatory banners "Falsifier Governor".
