The governor of the Ryazan region Oleg Ivanovich Kovalev is a very famous person. Alas, such popularity is based more on negativity than on good fame. Therefore, it is not surprising that every year the reputation of a politician is rapidly going down. However, let's not judge prejudice and look at the real facts.
Kovalev Oleg Ivanovich: biography of early years
In the Krasnodar Territory there is a small picturesque village called Vannovka. It was in it that Kovalev Oleg Ivanovich was born. And it happened in a family of ordinary workers on September 7, 1948. After graduating from school, the future governor went to serve in the army. And only after repaying his debt to the fatherland, he began to think about plans for the future.
After some thought, he decided to choose the profession of a builder for himself. Therefore, in 1969, Kovalev entered the Saratov Assembly College, which he successfully graduated in 1971. The work of the installer fell onlike the future politician, and therefore he plunged headlong into his craft.
Honored Builder of the Soviet Union and the Russian Federation
Having finished his studies, Oleg Ivanovich Kovalev went to conquer the vast world. Thanks to his skills, in 1971 he got a job at the USSR Minmontazhspetsstroy. In those years, this organization oversaw the lion's share of government construction orders, which allowed its workers to participate in the largest projects of that time.
As for Kovalev, such giants as the Kashirskaya State District Power Plant, the Norilsk Mining and Metallurgical Plant, the Arkhangelsk Pulp and Paper Mill, the Volga Thermal Power Plant and much more were built by his hands. It should be noted that as a builder, Oleg Ivanovich really was a master of his craft. And this quality was not forgotten by the government. So, in February 1997, he received the title of "Honored Builder of the Russian Federation", which was a true proof of his skills.
First career achievements
The first serious changes began with the fact that in the early 80s Oleg Ivanovich Kovalev entered the Rostov Engineering and Technical Institute. Despite the fact that he received his education in absentia, the knowledge gained while working at a construction site helped him successfully graduate from this institution. This was a turning point in Kovalev's life, as this was followed by his breathtaking rise.
So, at the end of 1986, he already headed the Kashira-agropromstroy trust, created with the support of the RSFSR Ministry of Agriculture. At the same time, the position of manager was listed forKovalev until 1991. However, the collapse of the Soviet Union led to the fact that the state trust was closed, because of which Oleg Ivanovich had to look for a new job.
Ascension to the political arena of the country
The collapse of the Union meant one thing - the time has come for big changes. That is why Kovalev accepted his appointment as head of the administration of the Kashirsky district without any hesitation. It should be noted that he coped with his duties quite well, as he knew perfectly well what problems existed in his area.
He liked politics. Therefore, in 1995, Oleg Ivanovich Kovalev ran for deputies of the State Duma from the Our Home is Russia party. At that time, he was elected in Kolomna constituency No. 106. However, due to fierce competition, he was never able to get the required number of votes.
And yet, in March 1996, he was elected to the post of head of the municipality of the Kashirsky district. This once again proves the fact that here Kovalev Oleg Ivanovich was a highly respected person and earned the trust of people.
In December 1999, Oleg Kovalev again takes part in the elections. This time he represents the interregional political organization "Unity". As for the elections themselves, they were very successful, thanks to which he becomes a deputy of the State Duma of the third convocation.
In April 2001, Kovalev joined the inter-factional bloc "European Club". And a month later he was appointed to the postVice President for Geopolitics. And in January 2002, Oleg Kovalev became chairman of the Committee on Regulations and Coordination of the State Duma.
In December 2003, he again wins the political race in the elections and becomes a member of the deputies from the United Russia faction. At the same time, Kovalev manages to retain his chair in the State Duma Rules Committee. And in December 2007, the politician also successfully wins the election race, thereby further strengthening the position of United Russia.
Kovalev Oleg Ivanovich - Governor of the Ryazan Region
In early March 2008, Russian President Vladimir Putin made a proposal according to which Oleg Kovalev was nominated for the post of governor of the Ryazan region. The Regional Duma did not delay with the decision, and on April 12, 2008, the newly-made governor ascended to his legal post.
And everything would be fine if in 2012 there was no law according to which people can independently elect the head of their city. The opposition forces decided to use this opportunity and held a rally at which they demanded fair elections and that Oleg Ivanovich Kovalev leave his seat. The resignation of the governor was the only reasonable solution that could peacefully resolve this conflict.
In this regard, on July 11, 2012, Oleg Kovalev resigned as governor and agreed to participate in fair elections. And already in October of this year, he again becomes the head of the region, as he wins the election race, with over 60% of the votes.
Politician-related scandals
Alas, but Oleg Ivanovich Kovalev is a governor whose fame is gradually fading away. If in the past they spoke of him as a kind and honest politician, today he is being criticized more and more. And for good reason.
For example, Kovalev's dissertation failed to pass the "Dissernet" test. According to their data, there are many fragments in the work that were borrowed from other authors. Such an embarrassment negatively affected the reputation of the politician, branding him as a plagiarist.
Besides, in recent years, Ryazan is beginning to experience difficult times. The governor's rule has led to the fact that large holes have appeared in the budget, which there is nothing to close. Naturally, this causes resentment of the locals.
Therefore, some experts agree that Oleg Kovalev may soon leave his post, thereby retaining the honor and dignity that he managed to earn over the long years of his political career.
