Managing any of the regions of Russia is a very difficult task, requiring from an official not only a good education, but also strong-willed certain qualities that allow the official to fully fulfill his functional duties. Fortunately, in the Russian Federation there are people who optimally combine a high level of intellectual development and discipline. One of them is Nikolai Viktorovich Lyubimov, the governor of the Ryazan region, whose biography will be discussed in the article.

Birth and education

The future civil servant was born on November 21, 1971 in the regional center of Kaluga.

At the age of 22, Lyubimov Nikolai Viktorovich successfully completed his studies at the Faculty of History at the Kaluga State Pedagogical Institute named after Tsiolkovsky. The young man became a specialist in the field of history and socio-political disciplines with an emphasis on jurisprudence.

In 2001, Lyubimov Nikolai Viktorovich was able to receive a diploma from a prestigious Moscow university - the Institute of Humanities and Economics. As a specialization, the man chose the directionjurisprudence. In the same year, the civil servant took courses to improve his skills at the Russian Institute of Business Administration. The purpose of this event was a deep study of the topic on the development strategy of the Kaluga region, as well as the formation and development of an effective team to implement the planned tasks in practice.

Work activity

After graduating from the university, Lyubimov Nikolai Viktorovich remained in his own educational institution and took the position of head of the research sector. He held this post for four years.

In 1997, a literate and promising educator goes to public service. Initially, he was appointed chief specialist of the legal department, and after a while he moved to the Department of Economics and Industry of the region, where he sat in the chair of the head of the structural unit.

In 2000, Nikolay Viktorovich Lyubimov became the director of a joint-stock company in Kaluga, which was engaged in the registration and issuance of securities.

In early 2013, the then governor of the region established the creation of the "Kaluga Mortgage Corporation" and appointed her General Director Lyubimov.

In the spring of 2004, the current head of the Kaluga region, Artamonov, initiated the start of work in the regional government of the ministry responsible for economic issues. Initially, Akimov was appointed to the post of head of this new unit, butliterally in June of the same year, he was replaced by Nikolai Viktorovich Lyubimov, who ended up working in this position until 2007.

Mayor

In the summer of 2007, the hero of our article received a new appointment. This time he was entrusted with managing life processes in the city of Kaluga and was appointed acting head of the regional center. And already in October, the mayor became the only candidate from the United Russia party in the early mayoral elections. The elections themselves were held on December 2 and ended with a landslide victory for Lyubimov. His opponent, Vyacheslav Popkov, the dean of the Kaluga branch of MSTU and a representative of the Communist Party of the Russian Federation, won only about 15% of the votes of all voters. As the most important official in Kaluga, Nikolai Viktorovich stayed until 2010.

Achievements

The biography of Nikolai Viktorovich Lyubimov says that during his work as a mayor, a plan for the development of the city limits was developed and adopted for implementation, and the construction of municipal housing began. Also, large-scale development has started in the Pravoberezhny district, and the Gagarinsky Bridge has undergone reconstruction and opening for operation. This bridge across the Oka River is a connecting link between the banks of the city. At the same time, an enterprise engaged in the production of automotive parts and a service metal center were put into operation on the territory of the technopark called Grabtsevo. And the industrial park "Kaluga-South" launched the production of trucks on the basis of the enterprise "Volvo Vostok".

Based on indexpolitical influence, which was prepared by the authoritative Petersburg Politics Foundation, in 2010 Lyubimov was among the five best mayors of the entire Russian Federation.

Career advancement

In September 2015, the former mayor became a member of the Legislative Assembly of the Kaluga Region of the sixth convocation. He entered this body as a candidate from the United Russia party. A few days later he became the chairman of this state structure.

In the spring of 2016, Lyubimov became the first in the preliminary voting within the party in order to determine a single candidate for the elections to the State Duma. And already in September, Nikolai Viktorovich entered the ballots from the regional group No. 21 at the All-Russian elections to the country's parliament. Directly in the main legislative structure of the state, the deputy was a member of the committee on taxes and budget.

Due to the early resignation of Oleg Kovalev, on February 14, 2017, Vladimir Putin appointed the hero of the article as acting head of the Ryazan region by his decree.

Based on the results of the election of the head of this subject of the Federation, held on September 10, 2010, Lyubimov Nikolai Viktorovich is the governor of the Ryazan region. And already on September 12, a new high-ranking official drew a so-called direct line with the population of Ryazan.
