The normative subsystem of the political system of society is a set of existing norms and rules of conduct, instruments of influence on decision-making and traditions of political domination. As a basic principle, such norms and rules of conduct are accepted by all parties involved in political action. Thus, all actors a priori agree with the approved “rules of the game”, which remain unchanged in any conflict situations, and therefore are enshrined in key legal acts: the constitution and constitutional laws. The revision of legitimate norms means a revolution - the rejection of old and the adoption of new legal, ethical, cultural and religious standards of behavior.

Thus, the elements of the normative subsystem of the political system are traditions, customs, normative rules and standards of behavior, as well as laws and other legal acts that regulate the political activities of people and social communities. The construction of politics does not arise from scratch, it is rooted in the mentality of society. That is why not always the same political standards adopted by one community can be transformed into a completely different society. The functionality of the system in this sense is always historically gained by several generations of citizens.
