Dmitry Ovchinnikov is from the city of Chapaevsk, Kuibyshev region. Date of birth - 1971-04-05
After receiving secondary education at school, he became a student at the Penza State Technical University. After graduating from this educational institution in 1994, he subsequently constantly worked to improve the level of his education.
In 1998, he received a diploma from the Togliatti Socio-Economic College (speci alty - "jurisprudence").
2002 was marked for Ovchinnikov by the end of the Volga Academy of Public Administration.
He started his career at the Russian customs, from where he moved to the city administration of Chapaevsk.
From 2000 to 2002, Dmitry Ovchinnikov was the headmaster at secondary school No. 4 in Chapaevsk.
In 2002 hiswas appointed to lead the Volga Department in the Samara Regional Ministry of Education and Science. Somewhat later, he became deputy head of the administration of the city of Novokuibyshevsk for social issues.
Since 2007, Dmitry Ovchinnikov has taken the position of the regional Minister of Education and Science.
13.11.2012 he was appointed vice-governor of the Samara province.
Appointment
Before the appointment of Ovchinikov to the post of vice-governor, this place remained vacant for more than a month. Alexey Bendusov, who previously held this position, was appointed Chief Federal Inspector of the Samara Region on October 19, 2012.
Many political analysts have suggested that the post of vice-governor should be filled by one of the officials who are familiar with the Samara Governor Merkushin through joint activities in Mordovia.
Natives of this region began to actively occupy positions in the Samara regional administration, in particular, some of them were appointed advisers and assistants to the regional Samara governor.
Nevertheless, the highest position was taken by a native of the Samara region, who was previously a member of the former team of the departed regional governor.
Despite the fact that there was a certain factor of surprise, the deputy corps of the regional Duma unanimously supported the candidacy of Ovchinnikov without a long discussion.
After the end of the Duma session, Samara Regional Governor Nikolai Merkushin wasclarifications were given to the press that it seemed to him very valuable that the vice-governor had such qualities as youth and hard work inherent in Ovchinnikov.
At a new post
Dmitry Evgenievich Ovchinnikov is a vice-governor who is quite active in solving the tasks he faces and demanding discipline from his subordinates.
In particular, speaking in Samara at the regional twelfth congress of the Association "Council of Municipalities" in February of this year, he noted the need to involve each participant in the meeting in the working procedure to solve the problems posed by the regional governor.
"The main task for everyone is the process of optimizing the costs of state and municipal administration, improving the mechanisms that accompany the life of the authorities," Dmitry Ovchinnikov noted. The vice-governor recalled the meeting held in January of this year by Nikolai Merkushin, where ways to optimize management costs were considered.
Last year, according to Merkushin, municipalities received about two hundred million rubles from the regional budget due to failure to meet targets.
The governor tried to get an explanation on this issue from some of the meeting participants, but he failed to hear anything intelligible.

Speaking to the heads of municipalities, Dmitry Ovchinnikov spoke about the large-scale work on the redistribution of measuressocial assistance for the most needy categories of citizens, as well as to reduce the cost of management activities.
According to him, by February 2017, the regional authorities began to gradually implement a program of seventeen points, which provides for the optimization of expenses for state and municipal government.
"This year, the amount of expenses for municipal administration should be reduced by 1.8 billion rubles," Dmitry Ovchinnikov noted.
The vice-governor, whose photo can often be found on the pages of Samara periodicals, believes that many heads of small settlements do not quite understand the tasks listed in the presidential messages and appeals of the regional governor.
About social support
Ovchinnikov notes that the governor's message clearly explains in what directions the Samara region should develop. This document should be given normative significance in the near future.

About criticism of Ovchinnikov

As a result, the budget suffered losses amounting to tens, if not hundreds of millions of rubles. According to the researchers, there was a deliberate disregard for "Chapaev's schemes" on the part of the regional leadership, which could be explained by the interest of the Samara regional vice-governor.

Transforming a clinic into a store
The process of "transforming" a children's clinic in the city of Chapaevsk into a Matrix store is described in some detail by journalists.
