Russian people are accustomed to talking about high-ranking officials as if they were dead: nothing or good. However, there are exceptions. About Andrey Vyacheslavovich Korotkov, the head of the inspectorate, many people respond negatively. Perhaps they are the ones who broke the law. And when they were called to order, they expressed their displeasure. Need to clarify the situation.
Biography of Andrei Vyacheslavovich Korotkov
The official was born in December 1979 in the family of a major businessman Vyacheslav Ivanovich. He is married, his daughters are growing up, he loves hockey, he plays as an amateur in the city team MedVedi. In his free time, he goes to the sports club. Andrey Korotkov's photo is shown above.
The work of an official in the capital
At first he was the CEO of Legia Lux and RusTerraInvest, which was founded by foreign founders. Further within 3 years Andrey Korotkov washead of the Intersectoral Production and Technical Center in the capital. Probably, he coped with his duties unimportantly. For Sergei Ivanov, who replaced him, speaks unflatteringly about his predecessor. He complains that some of the buildings have been illegally occupied by various Moscow telecom operators who are supposed to be under the control of the MPTC. As experts later calculated, when the department was headed by Andrey Vyacheslavovich Korotkov, almost all networks did not have an owner. They were used by private traders without paying taxes to the state. This led to huge losses, in 2014 alone the losses amounted to 340 million rubles.
Who is Korotkov
Korotkov Andrey Vyacheslavovich is the head of the inspection, whose biography is developing successfully. This is still a young man, at the end of the year he will celebrate only his 39th birthday. He lives in a luxurious four-room apartment in the center of St. Petersburg. Rides a foreign car "Infiniti FX35". Korotkov is the owner of a Moscow apartment and a house in Luxembourg.
His official salary is 1.2 million rubles. In addition, he manages the sale of the property of OOO Meridian-PLAST. He is a co-owner of ANO MIDLO together with the son of Governor Poltavchenko Alexei Georgievich.
Businessmen fears
In the northern capital, Korotkov was first an adviser to the governor. Then he was appointed head of the State Inspectorate, which controls the use of city real estate according to the law.
Nota year has passed since Korotkov achieved an increase in his rights. Then the structure subordinate to him was transformed into the Committee for the Control of City Property, Land Plots and Inventory of City Property. The number of employees has increased from 130 to 700. No one will duplicate their activities, the governor assures. They alone are responsible for all their actions.
The reason for the rapid advancement in the career ladder is that the official is probably helped by solid connections.
Now its employees, by law, have the right to check all tenants, fine them, and even demolish the building with a bulldozer without trial or investigation. To do this, it is only necessary that the committee, headed by Andrei Korotkov, consider that the building was built unauthorized.
Experts and businessmen fear new scandals and expect problems. Businessmen, business people of the city suspect that such great powers can tempt bosses to use them for their machinations. Their fears are justified by the fact that Muscovite Andrey Korotkov has become the head of the committee.
Opinion of colleagues
Korotkov's employees had an unflattering opinion of him. They consider him an inexperienced leader, but unintelligent and devoted to his superiors. Has an asset abroad, rarely appears at work, lazy, keeps savings in euros.
Not happy with his leadership and entrepreneurs. He communicates rudely with them, looking for any opportunity to swoop in with an inspection, to detect violations, so that there is a reason to draw up an act and a protocol, andthen file a claim and terminate the contract.
Committee Chief Interview
The boss is confident in the legal actions of his employees who are struggling with violations of property laws. They will reveal them, which will undoubtedly be useful and profitable for St. Petersburg. However, the last word, the final decision will be with Andrey Korotkov, who has lost the trust of businessmen. Analysts foresee the next round of abuse by officials, who now have more opportunities to take bribes.
Media Opinion
One of the media outlets insists that three officials: Semchukov, Mokretsov and Filanovsky “grab” the property of entrepreneurs, then organize fake auctions and sell it to nominees. This is a very likely development of further events.
Journalists conducted their own investigation and found that officials sold part of the city road to people whose names and positions the journalists could not identify. They only learned that they organize parking there. The head of the committee, Korotkov, settled the actions that were unpleasant for the officials. After that, he advised the townspeople to continue to inform him of such incidents. But he did not explain to the citizens the reason for such unpleasant incidents. Therefore, the townspeople were left in bewilderment and doubt. Maybe Andrei Korotkov and his staff are still covering for corrupt officials who are selling city property to the side, not forgetting to replenish their personal budget.
Rally in front of the administration
On October 31, business people of the city gathered for a rally on the central square near the Finland Station. The administration of St. Petersburg gave its consent to the rally. The protesters sought the resignation of the vice-governor and chairman of the KIO Mikhail Mokretsov. The protesters, although the weather was frosty, gathered almost 200 people, they represent small businesses.
The rally was organized by the social movement "Assistance to small business". The hosts of the rally reminded those present of the deplorable situation in the business environment.
Thanks to the connivance of the governor, reforms have failed, leading to an increase in illicit trade this year.
The city deputy from the Communists reported that the CMO, formed 2 years ago, cannot cope with his official duties:
- Illegal traffickers recently won again in court against the committee.
- Committee staff cannot collect debt from big businessmen. The amount of debt is 13 billion rubles.
- But the committee is constantly putting pressure on small entrepreneurs.
Small businesses blame their troubles on the vice-governor, who became the head of the KIO.
New laws of officials
Officials will soon prohibit placing retail facilities closer than 100 meters from the metro station. In this way, they seem to want to prevent terrorist attacks in the city. But, in the opinion of entrepreneurs, this is how they want to monopolize small businesses, as happened in Moscow. Subsequently, the authorities will put city outlets in their places to rent them out.
Officers do not renewcontracts for tenants. They plan to exclude 774 land plots from the NTO, the lease of which will end only in 1-2 years.
Performance on Lenin Square
Speakers at the rally assured that, unlike the authorities, they do not keep their savings in foreign banks, but invest in the development of St. Petersburg. Due to the work of KIO employees, one entrepreneur lost 9.5 million rubles.
In St. Petersburg after the work of Matvienko, more than 40 thousand outlets were removed. The protesting small businessmen appealed to the governor to restore order in the city. Otherwise, they will suspect him of contributing to the theft of city property.
