The word "reserve" in Latin means "to save". The dictionary explains it like this:

1. Stored resources, stocks, or cash that can be used as needed for specific purposes.

2. A place where you can get the necessary additional forces or materials.

3. Human resources and part of the army, saved to solve unforeseen tasks and assist the active armed forces and navy.

Russian Reserve Army

The Ministry of Defense is preparing a project to create several reserve armies in the near future. Their personnel will consist of people who continue to work at their enterprises in various positions, but periodically participate in military training. For this, they will receive a monthly salary and will have to be ready at the right time to come to the assembly point, receive weapons and take part in various military activities.

These measures will help both the reservists and the Russian troops to be in good combat readiness. The reserve army will be accordingly trained in the rules of self-defense and the execution of necessary military operations.

It will consist only of volunteers whose term of service has ended. Every reservistis assigned to a certain military unit, a place is assigned to him, and here he undergoes retraining, remembers and improves his combat skills. These people, who have not yet lost military experience, will perform their duties much better, and their preparedness for exercises or real combat operations will be much higher.

Community work

When a country has a surplus of workers, in other words, a lot of unemployed, then there is a so-called reserve army of labor. It is rather powerless, it has no social guarantees, it does not occupy any serious positions in the market.

During the economic stagnation, the labor market constantly replenishes the reserve army. But if there are various difficulties or force majeure in the country or regions, then this number of free hands can be used to solve industrial problems of any complexity.

The labor reserve is usually involved in public events. Jobs and decoration are created by employers, while status and wages are set by the city administration.

What military analysts say

There is an opinion that the contract reserve is a very correct approach to military policy. Now in Russia, the bulk of men are doing military service. This is a very important aspect of social life. The reserve army can ease the transition to non-conscription. The advantage of this proposal is that the employees in the reserve can support themselves and notlose military qualifications due to exercises and training.

According to military analysts, for a full deployment in case of emergency military operations, it is necessary to have a front of reserve armies in reserve, including at least 200 thousand volunteers.

It is planned that a person who entered the reserve service under a contract continues to work at a regular enterprise, but about a couple of times a month on weekends he is taken out to study at a military unit and twice a year is involved in major exercises.

For all this he is en titled to a salary and all the benefits enjoyed by ordinary military personnel in the service of the state.

To risk the main job during urgent calls, the storekeeper should receive eight to ten thousand rubles a month.

It is estimated that the reserve army of Russia will cost the treasury about one and a half billion rubles a year.

Pros and cons of the project

This idea is not new, since many countries have many years of experience in creating such units. But first you need to think through the details well, because in addition to the undoubted benefits, this project can bring considerable harm. The Ministry of Defense is not able to trace all citizens with combat skills.

There are still employers, private enterprises, who may simply disobey orders, and many reservists will have problems being absent from work during drills or musters. Here we need a properly designed system, according to which the employee cannot be fired. If thiscannot be avoided, then the reserve army must issue compensation for the loss of work.

In the image and likeness of the American army

The National Guard has been formed in the United States, which is the country's military reserve. It includes former military personnel who have signed a contract with the Pentagon. They regularly participate in training camps and must attend military training once a week.

The governors of the states in which there are units of the national guard, can involve them in case of emergency. In these cases, the guards perform the functions of internal troops. By order of the President, the reserve army can be used outside the United States to support the main military forces. For example, about three hundred thousand guardsmen took part in resolving conflicts in Afghanistan and Iraq.

The Institute of Contract Reservists of Russia is being built almost following the example of the American National Guard.

Reservists of Ukraine

In Ukraine, a decision was made to create regular military formations and a reserve army. And if the National Guard already exists and is financed from the country's treasury, then the URA (Ukrainian reserve army) is just beginning its entry into the defense of Ukraine on a voluntary basis. I must say that this is a completely new formation for the country, and it is not yet known whether it is able to help the army in protecting its territory.

Gathering and exercises of reservists

You can get here by leaving a request on the site on Facebook. After registration, a list of necessary things that you need to take with you is issued, it even includes clothes hangers! And it is not necessary to be a former military man for this, they accept men and women from 25 to 35 years old, although there you can meet volunteers of different ages. The reservists are mostly people of completely non-military speci alties (doctors, programmers, businessmen and others), who came from all over the country. Three days are given for preparation, during which they must get acquainted with drill training, hand-to-hand combat, weapon assembly, live shooting.

Goals of the reserve army

Members of the movement believe that the Ukrainian reserve army should consist of smart, honest and responsible patriots, ready to stand up for the Fatherland without hesitation. For the younger generation, URA should become a model of ethics and morality.

It is in no way a competitor of the Ministry of Defense, but can significantly help in strengthening the country's defense capability on a voluntary basis.

The reserve army of Ukraine has chosen as its target audience citizens who are not covered by mobilization. On the basis of the Defense Assistance Society, reservists are trained in minimal combat skills, and for former military men, the same skills are restored. Serving in the reserve is one way to pursue both a civilian and a military career at the same time.
