All political scientists thought that the resignation of the governor of the Kursk region Alexander Mikhailov in 2017 was inevitable. However, the "unsinkable" regional leader managed to survive a large-scale purge. The governor of the Kursk region has been sitting confidently in his comfortable chair since 2000, having many years of experience in the apparatus struggle in the CPSU, working in the State Duma of two convocations.
Early years
Alexander Nikolaevich Mikhailov was born in the village of Kosorzha, in the Shchigrovsky district of the Kursk region, in 1951. After graduating from school, he managed to work at the Kshensky sugar factory, after which he decided to take up education. To do this, Alexander went to Kharkov, where he successfully entered the local instituterail transport.
It was the university that became for the future governor of the Kursk region his political cradle, here he became interested in social work and soon grew to the Komsomol leader. In his third year, Mikhailov became deputy secretary of the faculty committee of the All-Union Leninist Young Communist League, and a year later - a candidate member of the party.
Then he firmly decided to make a career as a hardware manager, but before that he had to fulfill the mandatory minimum of any party worker - to serve in the army and acquire at least some seniority.
So, in 1974, Alexander Nikolaevich begins to fulfill his mandatory program, having gone to serve in the Armed Forces. After demobilization, he returns to his native Kursk, where for a short time he works as a senior wagon inspector at the local wagon depot.
Political career during the Soviet era
Having received a mandatory record of his work activity in the world in his profile, Mikhailov could devote himself to responsible work in power structures. From 1976 to 1979, he worked in the Kursk region at the Komsomol work, headed the district committees of the Komsomol of Dmitrovsky and Shchigrovsky districts.
In 1979, Mikhailov went to work in the Dmitrovsky district committee of the CPSU, becoming the head of the department. The time of the rapid careers of party officials of Stalin's times was left far behind;leisurely.
So Alexander Nikolayevich worked peacefully in his modest position for four whole years before waiting for a promotion. The failed mechanical engineer was appointed second secretary of the Shchigrovsky district party committee, and by the end of the eighties he became first secretary.
Opposition MP
Alexander Mikhailov never concealed his negative attitude towards Gorbachev's reform attempts and always publicly called his policies destructive for the party. It is quite logical that during the days of the August events, he zealously supported the GKChP. However, the coup failed, and with it the USSR, together with the CPSU, of which Mikhailov was a member, fell into turmoil.
However, the political career of a native of the village of Kosorzha was just beginning in earnest. He achieved election to the post of chairman of the district council of deputies and successfully led it until the well-known events of 1993. At this time, the future governor of the Kursk region was a member of the Socialist Party of Workers.
In 1993, Mikhailov decides to join the ranks of the Communist Party, where he quickly moved to the forefront. He goes to the Central Committee of the party, is successfully elected to the State Duma of the first convocation in 1993. Mikhailov seemed to have found his place in life, he successfully worked in parliament until 2000, when the decision to return to his native region for great achievements ripened in his head.
Governor
In 2000, Alexander Nikolaevich puts forward his candidacy for the post of governor of the Kursk region. The former head of the region, the disgraced General Rutskoy, was blocked and not allowed to vote, so the modest federal inspector for the Kursk region became the only rival of the communist. However, behind him was an administrative resource, and Mikhailov had to endure a fierce struggle for the governor's chair.
In the first round, he won 39 percent of the vote, leaving the federal inspector Surzhikov in the second round. Here he was already more convincing than his opponent and outplayed him with a minimal advantage.
The governor of the Kursk region, Mikhailov, turned out to be unusually tenacious politically. In 2004, he made a strategically correct decision for himself and joined the ranks of the ruling party. This is how he achieved his confirmation as governor in 2005, after the abolition of direct elections.
However, the activities of the former Komsomol member and communist as head of the region caused a flurry of criticism. The Kursk region was consistently among the most depressed regions of Russia, economic activity steadily tended to zero. However, in 2014, after the return of the elections of governors, out of habit, the people again voted for an old acquaintance, and Mikhailov remained in place.
After the federal center began to purge inefficient regional leaders, it seemed that the resignation of the governor of the Kursk region in 2017 was only a matter of time. However, for some unknown reason, Mikhailov managed to remain unscathed and still rules the region.
