Polezhaev Leonid Konstantinovich was born in January 1940 in the district center of the town of Isilkul, in the Omsk region. His father was an employee of the railway department Leonid Antonovich Polezhaev - Russian by nationality. Occupying these positions, Leonid Konstantinovich in 1969 joins the Communist Party.
