Yuri G. Khachaturov - Colonel General, Armenian military figure. He was born in the Georgian SSR, in Tetri-Tskaro. Since 2017, he has been the Secretary General of the CSTO. In the period from 2008 to 2016, he was Chief of the General Staff of the Armed Forces. This person comes from a family of an employee. He graduated from school in the city of Tetritskaro (1969).

Yuri Khachaturov was educated at the Red Banner Artillery Command School. He graduated in 1974 with honors. After Yuri Grigorievich was appointed commander of a fire platoon in an artillery regiment, part of a motorized rifle division of the Far Eastern Military District. In the period 1976–1982 he was a battery commander.

In 1982–1985 Yuri Grigorievich attended the Kalinin Leningrad Military Artillery Academy. He was a student of the command faculty. After graduating from the academy, Yuri Grigorievich became the chief of staff of the missile forces and artillery in the Belarusian military district. Served in the Fifth Guardsmotorized rifle division of the Fortieth Army in Afghanistan.

There, from 1987 to 1989, he was chief of staff of the missile forces, as well as artillery. In 1989, Yuri Grigorievich completed his service in Afghanistan. After that, he became the commander of a separate artillery brigade belonging to the tank army in the Belarusian military district.

In 1992, the Minister of Defense of the Republic of Belarus issued a special order, by which Yuri Grigorievich was seconded to Armenia. There he fell into the hands of the local Ministry of Defense and became commander of the Second Motorized Rifle Regiment. Khachaturov took part in the hostilities in Nagorno-Karabakh.

In 2000, the Decree of the President of the Republic of Armenia was issued on the appointment of Khachaturov as Deputy Minister of Defense of the Republic of Armenia. The Decree of the President of the Republic of Armenia was also signed on this. Since 2016, Khachaturov has been the Secretary of the National Security Council. He soon became Secretary of the Collective Security Treaty Organization. He took this post in 2017.

In these issues, the participants of the association should rely on political means. In 1992, the CSTO was founded. Then the Treaty was signed by the heads of Uzbekistan, Tajikistan, Russia, Kyrgyzstan, Kazakhstan, Armenia.

In 1993, Georgia joined the CSTO,Belarus and Azerbaijan. Subsequently, there were changes in the composition. The ranks of the organization left Uzbekistan, Georgia and Azerbaijan.

At the time of entry into force of the CSTO treaty, there were 9 participants. The supreme body of the organization is the Security Council, it is he who decides on the appointment of the Secretary General. In 1992, Uzbekistan, Tajikistan, Russia, Kyrgyzstan, Kazakhstan, Armenia signed the CST. Azerbaijan, Georgia and Belarus signed the treaty in 1993. It entered into force in 1994.
