At a time when economic ties between the union republics that made up a single state were collapsing, the patent authorities of most states of the former Union understood that it was necessary to preserve a very important element of integrating the economy of the state that ceased to exist. Protection of intellectual property has become the main goal of those who stood at the origins of the Eurasian Patent Organization in the early nineties. For this, experts from an already divided state united. Patent protection of inventions - that's what should have united. The working group immediately agreed that it should be a single interstate organization that would be absolutely independent.
At that time, the countries of the former Soviet Union were undergoing processes of restructuring, reorganization, creation and liquidation of many structures. Naturally, the Republican Patent Offices have also undergone significant changes. Nevertheless, a structure that could unite everyone was created. The Eurasian Patent Organization EAPO has become such a unifying institution. And today we can confidently say that it turned out to be viable.
Interstate Patent Convention
In September 1994, at a meeting of the heads of state that were previously part of the USSR, an interstate patent convention was adopted declaring the desire to strengthen cooperation between young states by creating a single patent that would protect inventions throughout the space of the now former state.
Moreover, this Convention fully complied with the Parisian one on the protection of industrial property, which had been in force by that time for more than a hundred years. The Interstate Patent Convention provided:
- Establishment of the Eurasian Patent System and Patent Organization.
- Material rules and procedures of law.
All states that signed this agreement in 1994 and later are members of the Eurasian Patent Office:
- Turkmenistan (first to sign the Interstate Patent Convention).
- Republic of Belarus.
- Republic of Tajikistan.
- Russian Federation.
- Republic of Kazakhstan.
- Republic of Azerbaijan.
- Kyrgyz Republic.
- Republic of Armenia.
OfficialRussian is recognized as the language of the organization, and the headquarters, by decision of the member state of the European Patent Organization, is located in Moscow, in Cherkassky Lane.
It is important to note that the staff of the EAPO employs a quota (calculated on the basis of the economic potential of countries) of specialists from all states that participate in this international institution. Employees are selected from national patent offices and for the period of work in the Eurasian organization do not have the right to work part-time in organizations other than scientific, creative and educational.

Uniform patents have been operating on the territory of all participating countries for almost a quarter of a century. Over the years, EAPO has issued more than six thousand patents. The organization's database contains data from nearly 30 million relevant documents. The patent information system of the European Patent Organization makes it possible to use these documents in almost all countries of the world. In addition, it is available to users in dozens of countries. Agreements on the exchange of patent documents have also been signed with countries that were previously part of the Soviet Union, but are not members of the EAPO.
