Rosavtodor

This company has a lot of claims and dissatisfaction from the government of the Russian Federation. An audit by the Accounts Chamber of the State Duma revealed a number of serious violations, which will be discussed later. From 2012 to 2018, this company was headed by Roman Starovoit, and Andrey Kostyuk was his deputy all this time. Logically, these officials should have been at least relieved of their posts. But the exact opposite happens.

On September 28, 2018, Kostyuk is appointed director of Rosavtodor, and Roman Starovoit goes on promotion to the position of Deputy Minister of Transport. At the same time, Minister of Transport Yevgeny Dietrich thanks the former director for his good work, and presented Andrey Kostyuk as the hope for the future of Russian roads. The new director should raise the industry to a qualitatively new level. Problem, yes, who pays attention to this?

The tribe is young, unfamiliar

The new director of the federal level company is only 39 years old, but the biography of Andrey Alexandrovich Kostyuk is more than remarkable. He was born on June 2, 1979 in the Amur region in the city of Tynda. In 2001 he received a diploma from the Military Transport University of the Railway Troops of the Russian Federation. At the age of 23, he enters the service of the "Directorate of Transport Construction" under the Committee for Improvement androad management of the Administration of St. Petersburg, where he makes a stunning career. For four years of work, a young man grows from a specialist of the second category to the deputy head of the department of transport facilities.

In 2006, when Andrey Aleksandrovich Kostyuk turned 26, he was appointed to the post of deputy head of the Federal Highway Administration, and after a short time the young man moved to the chair of the director of the same institution. At the age of 33, a talented official moves to Moscow to the position of deputy director of Rosavtodor, and six years later - already a director.

Among other things, Andrey Kostyuk, the director of Rosavtodor, has received 11 government awards for his 39 years, including six medals and one order. Here are some of the awards: the badge "For Distinction in the Traffic Police Service" II degree (2011), the medal of the Order "For Merit to the Fatherland" II degree (2014), the medal "For Impeccable Labor and Distinction" III degree (2015), the Order of Honor (2017).

Given that, according to the Head of State, the roads are still in a deplorable state, the awards of the young official, at least, cause bewilderment and provoke questions.

Clean facade

Andrey Kostyuk has a respectable appearance, 2 higher educations, an excellent track record and an award list. He is a great family man, married and has a daughter. One can only rejoice: what wonderful managerial personnel are present in state structures, if not for one"but" … Even in St. Petersburg, a young man is taken under his protection by two odious figures. Former vice-governor of the northern capital Alexander Polukeev and crime boss Vladimir Golubev, aka Barmalei, aka Dove, aka Siziy.

Polukeev and Golubev have long been fruitfully cooperating, but their reputations were, to put it mildly, nowhere lower. Therefore, a person with a clean track record and a crystal biography was needed. Andrey Kostyuk, a promising young man, fit perfectly into the role of a clean facade. He was nurtured, nurtured and brought to the “people”. And they were not mistaken, the young man turned out to be a very grateful person in addition.

Alexander Polukeev from 2006 to 2009 was the vice-governor and oversaw the housing and communal services and road transport sector of the northern capital. Among other things, Polukeev was killed by a craving for a luxurious life and its impudent demonstration. By court decision, Polukeyev had to move the fence of his dacha 6 meters from the shore, as required by law.

Vladimir Golubev is better known as the crime boss Barmaley. Served three times in prison for theft, fraud and robbery, wasclose to the Tambov organized criminal group. Another patron of Andrei Kostyuk was Oleg Belozerov. They knew each other from work in St. Petersburg. At various times, Oleg Belozerov was the head of Rosavtodor, then Deputy Minister of Transport of the Russian Federation, then First Deputy Minister of Transport of the Russian Federation. Since 2015, he has been the head of Russian Railways. According to sources from Rosavtodor, Belozerov wanted to remove Starovoit from the post of director and put Kostyuk in his place. Therefore, it is not surprising that with the arrival of Andrey Kostyuk to Avtodor as deputy director, the team began to feverish.

It was a deliberate tactic. Gradually, the regional leaders were replaced by the right people, acquaintances from St. Petersburg. And in the head office, endless personnel changes began. Heads of departments changed three times a year. The man didn't make itget up to speed on how he was replaced by another. As a result, the entire industry suffered from the incompetence of newly minted leaders.

Consequences

The audit of the Accounts Chamber of the State Duma and its disappointing report became the apotheosis of personnel perturbations. As it turned out, "Rosavtodor" did not finance the regions on time, and the road builders had to absorb the funds during the period unforeseen for the construction and repair of roads. In simple words, in order to spend money on time, it was necessary to lay asph alt on the snow. Naturally, such a road required repair or replacement the very next year. In addition, according to the reports, the length of the constructed roads for the year exceeded the volume of facilities actually put into operation. The difference has reached almost a hundred kilometers.

"Rosavtodor" is constantly reproached for inflated estimates for the construction, repair and maintenance of roads. The Accounts Chamber cites some figures in accordance with the standards, the road builders object that the standards do not take into account many components, therefore they do not fit into the estimate. Here, as they say, everyone has their own truth. But it's no secret that there are huge savings on the purchase of materials for construction. The cheapest products are purchased, and according to the documents, the material passes according to GOST, which costs more. Well, the difference is disappearing… Quality suffers from this, and the service life of road surfaces is reduced.

The last straw

On June 28, 2018, officers of the police and the FSB investigative committee conducted searches at the offices of Rosavtodor in St. Petersburg and Moscow. The reason was a criminal case of abuse of powerleadership. Timofei Meshcheryakov, deputy head of land and property relations, was detained and charged with bribery. But this is the tip of the iceberg, in fact, the investigators are pursuing a different goal. Roll out a case involving bigger officials.

If you don't go into details and simplify, then Rosavtodor developed an ingenious scheme on how to make money out of thin air. There is a plan for laying new highways and, accordingly, for the purchase of land, if they are in private ownership. Entrepreneurial bosses bought these lands for a pittance for dummies, and then sold them to the state at an inflated price, since the valuation was carried out by commercial organizations. The difference went into the pockets of officials. Whether it's a coincidence or not, three months later the director of Rosavtodor goes on an honorable promotion, and the deputy takes his place. Here, as they say, no comment.

Will there be more

Of course, one should always hope for the best and believe that the new head will turn the tide and improve the quality of roads in Russia. However, the director of Rosavtodor, Andrey Kostyuk, whose biography contains friendship with criminal authorities, does not inspire much confidence. Especially considering that he is a grateful person and his patrons had nothing to complain about. Here are some confirmations.

Vladimir Golubev is the owner of CJSC Buer, which specializes in road construction. The company was a major contractor of the Directoratetransport construction and the Federal Highway Administration "North-West", where Andrey Kostyuk worked. In 2011, CJSC Buer received government contracts for 6 billion rubles, and in 2013 - over 7 billion rubles. At the same time, the Main Department of Internal Affairs of St. Petersburg initiates checks in the company for the recovery of multi-million sums for "illegal enrichment." But it didn't work out. The case was dismissed, the claim was withdrawn. Grateful Andrey Kostyuk, already being the deputy director of Rosavtodor, helped his patrons.
