From 2012 to 2018, this company was headed by Roman Starovoit, and Andrey Kostyuk was his deputy all this time. Logically, these officials should have been at least relieved of their posts. It was a deliberate tactic. Gradually, the regional leaders were replaced by the right people, acquaintances from St. Petersburg. And in the head office, endless personnel changes began. Heads of departments changed three times a year. The man didn't make itget up to speed on how he was replaced by another. As a result, the entire industry suffered from the incompetence of newly minted leaders.

Consequences

The audit of the Accounts Chamber of the State Duma and its disappointing report became the apotheosis of personnel perturbations. As it turned out, "Rosavtodor" did not finance the regions on time, and the road builders had to absorb the funds during the period unforeseen for the construction and repair of roads. In simple words, in order to spend money on time, it was necessary to lay asph alt on the snow. Naturally, such a road required repair or replacement the very next year. In addition, according to the reports, the length of the constructed roads for the year exceeded the volume of facilities actually put into operation. The difference has reached almost a hundred kilometers.

"Rosavtodor" is constantly reproached for inflated estimates for the construction, repair and maintenance of roads. The Accounts Chamber cites some figures in accordance with the standards, the road builders object that the standards do not take into account many components, therefore they do not fit into the estimate. Here, as they say, everyone has their own truth. But it's no secret that there are huge savings on the purchase of materials for construction. The cheapest products are purchased, and according to the documents, the material passes according to GOST, which costs more. Well, the difference is disappearing… Quality suffers from this, and the service life of road surfaces is reduced.

The last straw

On June 28, 2018, officers of the police and the FSB investigative committee conducted searches at the offices of Rosavtodor in St. Petersburg and Moscow. The reason was a criminal case of abuse of powerleadership. Timofei Meshcheryakov, deputy head of land and property relations, was detained and charged with bribery. If you don't go into details and simplify, then Rosavtodor developed an ingenious scheme on how to make money out of thin air. There is a plan for laying new highways and, accordingly, for the purchase of land, if they are in private ownership. Entrepreneurial bosses bought these lands for a pittance for dummies, and then sold them to the state at an inflated price, since the valuation was carried out by commercial organizations. The difference went into the pockets of officials. Whether it's a coincidence or not, three months later the director of Rosavtodor goes on an honorable promotion, and the deputy takes his place. Here, as they say, no comment.

Will there be more

Of course, one should always hope for the best and believe that the new head will turn the tide and improve the quality of roads in Russia. However, the director of Rosavtodor, Andrey Kostyuk, whose biography contains friendship with criminal authorities, does not inspire much confidence. Vladimir Golubev is the owner of CJSC Buer, which specializes in road construction. The company was a major contractor of the Directoratetransport construction and the Federal Highway Administration "North-West", where Andrey Kostyuk worked. In 2011, CJSC Buer received government contracts for 6 billion rubles, and in 2013 - over 7 billion rubles. At the same time, the Main Department of Internal Affairs of St. Petersburg initiates checks in the company for the recovery of multi-million sums for "illegal enrichment." But it didn't work out. The case was dismissed, the claim was withdrawn. Grateful Andrey Kostyuk, already being the deputy director of Rosavtodor, helped his patrons.
