Date of birth and family
The future member of the Cabinet of Ministers of the Russian Federation was born on August 23, 1971 in the Ukrainian SSR, more precisely in the industrial city of Avdeevka, Donetsk region. Eight years later, his father, Valentin Yakovlevich, who at that time worked at the construction site of the Nadezhda metallurgical enterprise in Norilsk, moved his entire family to this harsh northern city, and subsequently got a job as an electrician at the commissioned plant. In 1999-2000, Novak worked as Deputy Director for Economics at the Norilsk Mining and Metallurgical Plant named after A. P. Zavenyagin. After that, he was transferred to the first deputy director in charge of the organization of labor and wages at the Norilsk Mining and Metallurgical Combine.
Transition to the sphere of city and region management
In the spring of 2000, Alexander Novak, whose career growth aroused the envy of many of his colleagues, became Deputy Mayor for Financial and Economic Affairs of the city of Norilsk. According to the media, this allegedly happened at the request of the then head of Norilsk Nickel Alexander Khloponin.
Two years later, Novak again takes the next step in the professional plan and becomes the interim head of the financial department of the Krasnoyarsk administration, and a little later - the head of the financial department. In 2003, while remaining in the same post, Alexander Valentinovich received the post of deputy governor, where he solved numerous issues to ensure full-fledged financial discipline and the full formation and implementation of the regional budget. The local press noted that under Novak, the Krasnoyarsk region was able to solve monetary problems associated with a budget deficit, which, by the way, was planned for three years.
In the summer of 2007, Alexander was transferred to the post of deputy governor. His duties included overseeing issues related to the financing of all sectors of the national economy of the region. In addition, Novak was engaged in the economic and social development of the Krasnoyarsk land. In this position, he replaced Lev Kuznetsov. Literally after a few months of active work, Alexander Valentinovich received a commendation on the basis of the order of the current Minister of Finance of the Russian Federation Alexei Kudrin.
In the summer of 2008, Novak, without leaving the post of first deputy head of the Krasnoyarsk Territory, was approved as chairman of the government of the region.
Moving to Moscow
In the fall of 2008, Alexander received an invitation to take the post of Deputy Minister of Finance of the country. As a result, Novak finally settles in the capital in September. And a month later he became a member of the collegium of the ministry. At the new place, Novak was entrusted with the development and implementation of state support measures for the largest enterprises in the state, which were significantly affected by the economic crisis in 2008. And a little later, Alexander Novak, whose family moved with him to Moscow, began to evaluate the degree of effectiveness of the implementation of targeted federal programs and other capital investments in sectors of the economy. He also took part in the creation of infrastructure bonds.
