Pervasive environmental pollution has now become global. Large cities and metropolitan areas were among the first to be mired in garbage. Over time, widespread "littering" reached small towns and villages. The coasts of rivers, lakes, forests and fields did not escape this sad fate.
That is why the elimination of unauthorized dumps is one of the most important tasks that modern humanity simply must solve. Why is the widespread storage of everything unnecessary so dangerous and how can it be de alt with? Let's figure it out.
Trash is the scourge of civilization
Garbage is commonly referred to as the waste of human activity. On a global scale, all waste can be divided into two categories:
- household waste - all that remains as a result of human consumption of various products and equipment;
- industrial waste - residues from the processing of materials in the production of various goods.
A garbage dump is a sign that human life does not meet environmental standards. The population of the Earth today is a society of superconsumers. A huge part of everything we makeand consume, accounts for several dozen megacities scattered around the globe.
Practically in every city and village there is a place specially designated by the authorities - a landfill, which is intended for the storage and storage of solid household waste. However, in addition to this, in each settlement there is also an unauthorized dump (most often there is more than one). This definition includes any unauthorized storage of solid waste (garbage) with an area of at least 50 m22 and a volume of more than 30 cubic meters. Simply put, it's a pretty hefty bunch.
Dump: what is the danger
Any unauthorized landfill is not only very unaesthetic, but also dangerous. Each such pile is a kind of chemical laboratory, producing harmful toxins and spreading miasma around it.
Atmospheric precipitation, passing through heaps of garbage, as if through a filter, enters the soil, and then into groundwater, rivers and lakes, changing their chemical and physical composition.
Unauthorized landfill, as, in general, and legal - this is a real hotbed of infection. Such places are very quickly chosen by mice and rats, birds, cats and dogs. Of course, homeless animals can easily find food here and not die of hunger and cold. But, on the other hand, moving around the surrounding areas, they carry various infections and diseases, which often causes epidemics.
Whom to complain to?
What to do if you notice that near yourat home or on the way to work, a considerable pile of household waste begins to form, and garbage is not collected? Of course, the easiest way is to pass by, reassuring yourself that this has nothing to do with you. But if this option does not suit you, you need to start fighting.
Since cleanliness in the city is a problem for local authorities, the first thing to do is to apply to the head of the city with a statement. The application must be collective, for example, from all the tenants of your house. A single appeal, most likely, will simply “drown” in a pile of others. In the application, be sure to indicate what kind of reaction you expect from the city leadership: conduct an investigation, establish a fact, draw up an act, identify those responsible, remove garbage, and so on. The term for consideration of such an application is 30 days. It is also necessary to indicate to which address the answer should be sent.
If you live in a high-rise (multi-apartment sector), be sure to complain about an unauthorized garbage dump to the management company or housing and communal inspection to which your house belongs. Timely garbage disposal is also their concern.
If all your appeals have failed, move on to more active actions. You will need to take statements to the prosecutor's office and the police. Only now you need to complain not only about the landfill, but also about the failure of the city administration to fulfill its direct duties.

How to make a complaint correctly
If you are concerned about an unauthorized dump, and you decide to fight it, you need to correctly draw up an application (complaint). Let's see how to do it:
- As usual, in the upper right corner we indicate the addressee - the organization to which we are sending the letter; if there are several of them, then you need to list everything, each from a new line in a column. You need to send a separate letter to each instance, with the same text and attachments, if any.
- In the center of the sheet we write the word "Statement" or "Complaint".
- In the text of the appeal, indicate your last name, first name and patronymic, the location of the landfill, as well as requests for its liquidation; it is very important to describe in as much detail as possible the place where the "disgrace" was discovered, because according to your description, an inspector should go to the site to check the facts.
- If possible, attach photographic materials confirming the presence of a trash can to the appeal, and if the garbage dump is located outside the settlement, it is worth attaching a more or less detailed map with the exact location (you can also draw a freehand map and indicate on it the main landmarks).
- Further in the text of the letter, indicate that, according to the law, the administration (organization) must send you a response within a period not exceeding30 days. Since envelopes are often lost, please indicate the address to which you need to send a reply right in the body of the letter.
- Now put the date of writing (on the left) and a signature with a breakdown of the last name, initials (on the right).
If you are attaching any materials, number them as "Appendix 1", "Appendix 2" and so on, and list them immediately after the body of the letter. For example, like this:
- Appendix 1. Driving directions.
- Appendix 2. Photo-recording of the fact of unauthorized landfill - color photograph, size 10 x 15 cm.
Methods for delivering a complaint to the addressee
There are several ways to get your message across:
Option 1. This method is the fastest, cheapest, easiest and most inefficient. All you need to do is send an email to all the organizations you are interested in. As a rule, such statements are not registered anywhere, and therefore your appeal will most likely be simply ignored.
Option 2. Send by regular mail. Note! The letter must be by registered mail with acknowledgment of receipt. This is a paid option, but it is very inexpensive. Send a registered letter with a notification affordable even to a pensioner or student. This is how you can be sure that the application will get to the right place, and you will have confirmation of this in your hands. Be sure to save the notice - this is your insurance against the fact that the letter will be "lost".
Option 3. The most reliable. Personal delivery of the complaint to the destination. For this youwill have to spend some time. You need to come personally to the specified organization, find the correspondence department, the general department or the secretary there and leave your application to them. Be sure to ask to register your letter, and tell you the incoming number. Write it down. It is best to prepare two copies of the complaint and ask the recipient to stamp one of them with the number and date of receipt. You will take this copy with you, it will become a confirmation that the letter was received, and you are obliged to answer.
What threatens violators
The response to your appeal should be not only the liquidation of the garbage dump, but also the search and punishment of those responsible.
Administrative responsibility is provided for such actions (Art. 8.2 of the Code of Administrative Offenses):
- from 1 to 2 thousand rubles - for individuals;
- up to 50 thousand rubles. - for entrepreneurs;
- up to 30 thousand rubles - for officials;
Also, in some cases, criminal liability is provided - up to 2 years in prison (Art. 247 of the Criminal Code of the Russian Federation).
The application of any of these measures to the guilty person does not relieve him of the obligation to eliminate the violation and remove the garbage.
