The project provides for an overpass at the intersection with the railway. It is planned to equip a system of multi-level interchanges in the area of entrances to the bridge. The right bank will connect the Kamenskaya highway and Krasny Prospekt, Bolshevistskaya and Fabrichnaya streets. There will be no exit to South Square. The prospect of including Zyryanovskaya Street in the interchange structure is being considered.

All interchanges will belong to the first class. Thanks to them, uninterrupted movement of road transport will become possible in the absence of traffic lights. The estimated speed on the bridge is 100 kilometers per hour. The designers of the structure proposed to implement the construction of a bridge across the Ob on the basis of both truss and beam spans.

If there were practically no problems with the right-hand exit of the structure, then the design of the left bank provokes numerous discussions. It is in the area where the bridge comes ashore that a complex traffic intersection is located, where several traffic flows simultaneously intersect: from Stationnaya Street and Vatutin, from Stanislavskaya and Shiroka, from Planirovochnaya, as well as from Labor and Energy Squares. The railway is also located here. The designers simultaneously considered 25 interchange options. The most difficult part will be the part of the bridge crossing near the Energetikov Square. According to preliminary estimates,the cost of its construction will correspond to the cost of the entire Bugrinsky bridge.

As mentioned above, the new bridge across the Ob on the left side will receive a very difficult interchange. Tunneling is planned in areas where the transport route intersects with the railway. The intersection of the traffic flows themselves will be implemented at several levels. This is a passage near Stationnaya Street, Energetikov Street and Planning Street, Vatutin and Stanislavsky Street, on Shirokaya Street. Due to the fact that the structure will be built on the terms of partnership between the state and private individuals, it is planned to make the passage toll.

It is on the left bank that it is planned to locate a cash center for paying fares. The project of the bridge across the Ob was fully and in detail worked out by March 2015. The highway in the form of a bridge will provide the shortest connection between the city center and its southern and southwestern parts. The construction will provide convenient access to the M51 federal type roads called Baikal, M52 Chuisky Trakt and M53.

Terms of construction and design

The fourth bridge across the Ob will cost the state and private individuals 532 million rubles. This amount already includes the resettlement of 500 houses on the banks of the river, where the structure will have access. The preliminary cost of construction is equal to 20-25 billion rubles. If the project was finalized already in March 2015, the collection of the full package of projectdocumentation is scheduled for the end of summer 2015. The start of construction is scheduled for the end of 2015. This information was officially presented by the governor of Novosibirsk to journalists.

From March to April, a full examination of documents is planned, a competition has been announced for the place of the developer-investor. The main part of the costs is planned to be assigned to a private investor, whose costs in the future will gradually be paid off by paid travel. The local budget was used only to pay for the design. In the future, it is planned to allocate funds not for the bridge itself across the Ob River, but only for preparing the site for construction. The preliminary cost will be 2 billion rubles.

How much load will the structure take on?

The construction will connect the central region of Novosibirsk with the busiest area of the left bank. It will help unload the existing crossing. According to the information provided by the designers, the Oktyabrsky Bridge, which operates today, receives at least 7.5 thousand cars per hour. Dmitrovsky bridge accepts a load of 7,000 vehicles per hour.

The load indicator of the recently built Bugrinsky bridge currently does not exceed 3.1 thousand vehicles per hour. In accordance with the forecasts provided by the Stroyproekt Institute design company, taking into account the rapidly increasing number of vehicles, after the structure is put into operation, it will have a load of 4, 3thousand cars per hour. This will unload the Dmitrovsky bridge up to 6.9 thousand cars per hour, and the Oktyabrsky bridge - up to 6.4 thousand.

Project under scrutiny

The project, according to which the fourth bridge across the Ob (Novosibirsk) will be built, was the focus of attention at the Transport of Siberia conference, which took place on May 29, 2015. Maxim Sokolov, Minister of Transport, and Governor Vladimir Gorodetsky talked about how the bridge could be built in accordance with the project through public-private partnership.

Expertise, which was scheduled for March-April, will take place in the near future. Its completion will be a signal to apply for financing construction within the framework of the federal budget. The concession period will be about 20 years. At the moment, the process of selecting a concessionaire has already begun, which indicates the effectiveness of the mechanisms of state-private cooperation. The package of documents is already fully completed.

The fourth bridge, which will connect the banks of the Ob River in Novosibirsk, will most likely require the demolition of at least 500 houses. Residents of Bolshaya and Tonnelnaya streets have already received notices from Central Bridge OJSC about the inventory and the upcoming assessment of compensation. The company is obligated to inventory the housing stock and to demolish it. As part of the notifications, a request was made for assistance in the implementation of the project. From the message of Vladimir Shklovsky, who holds the post of deputy general director of the Central Bridge company, it became known that the houses were reserved by the Novosibirsk mayor's office. Based on the experience of building the third bridge, Shklovsky spoke of the occurrence of some inconvenience, which he calls the standard workflow. Despite lawsuits, all issues were resolved, and every resident of the region where the demolition was carried out received state support.

Already today, the largest domestic banks are showing an active interest in the implementation of the project.
