The city council rebelled against the company's plans. Public hearings were initiated, as a result of which it was decided to replace the C-1 zone with the R-2 zone, that is, the zone where parks, boulevards and embankments should be located.

Representatives of the public actively opposed the development of these territories. The Cypriot company "Golden Cherriot" filed an application with the arbitration court and demanded to challenge the Duma's decision to change the zoning.

Total judici althe proceedings continued for two years. As a result, in mid-2013, the Supreme Arbitration Court ruled that the decision of the City Duma to ban development in the central part of the city was legal.
