During his tenure as leader in the Samara regional branch of United Russia, Fetisov initiated a number of interesting projects at the regional level.

Achievements as head of the Samara City Duma

During the period of leadership of the City Duma since 2010, Fetisov did not allow the possibility of building up the historical center of Samara.

At that time, Samara Limited Liability Company "Golden Cheriot", which was owned by Cypriot offshore companies, intended to obtain the status of a zone where commercial development is allowed for two large plots of land in the central part of the city (Mayakovsky Spusk). It was planned to build the buildings of the hotel complex in this place.

The city council rebelled against the company's plans. Public hearings were initiated, as a result of which it was decided to replace the C-1 zone with the R-2 zone, that is, the zone where parks, boulevards and embankments should be located.

Representatives of the public actively opposed the development of these territories. The Cypriot company "Golden Cherriot" filed an application with the arbitration court and demanded to challenge the Duma's decision to change the zoning.

Total judici althe proceedings continued for two years. As a result, in mid-2013, the Supreme Arbitration Court ruled that the decision of the City Duma to ban development in the central part of the city was legal.
