The well-known weapons designer was the sixth child of his parents. His father was a railroad engineer at a local station.

Makarov was born at the end of December 1848. It is known that Stepan Osipovich's father had a sharp temper, was very stern, never spoiled his children. Perhaps such an upbringing accustomed him to discipline and work. All affection for him and the older children came only from his mother, who died when Stepan was not yet ten. Makarov remembered his mother until the last days of his life, remembered her with love and tenderness.

In 1858 the family moved to Nikolaevsk-on-Amur, where my father was assigned.

In 1865, Stepan graduated from the Naval School of Nikolaevsk-on-Amur, after which hepromoted to midshipmen. His whole life from the moment he entered the school was inextricably linked with the fleet. He made a significant contribution to shipbuilding, supervised the construction of the Yermak icebreaker. Stepan Osipovich died during the Russo-Japanese War in 1904 near Port Arthur, blown up by a mine.
