Many considered Berg's candidacy as the head of the Orenburg region to be pure coincidence. Allegedly, it was actively promoted and lobbied by Viktor Chernomyrdin, who at that time served as Prime Minister of the Russian Federation. Therefore, for many analysts, the fact that Berg managed to stay at the head of the region and win the elections came as a surprise.
