The structure of the state apparatus determines the quality of work of the judicial, legislative and executive authorities. Groups of positions of the state and civil service, or rather, a clear classification of these groups, is necessary for the accurate work of the state apparatus. In modern Russia, all categories are defined by relevant laws and regulations, on the basis of which not only state, but also private enterprises are built.
What is the structure of the civil service?
The state civil service is divided by law into the services of the subject of the Russian Federation and the federal service. But not only in the civil service there is a strict vertical. All types of public services are divided according to a single principle:
- Military service.
- State civil service.
- Public service of other subgroups.
Military and civil service are subspecies of the federal service. To eachrank at any level of the state civil service corresponds to a certain military rank, partially correspond to prosecutorial ranks and ranks of justice bodies.
Legislative Framework
Article 9 of the Federal Law establishes all categories and groups of civil service positions. It says that there are four categories of state. employees:
- Heads, deputy heads.
- Assistant - positions for assistance and assistance to deputies of state. posts.
- Specialists - positions to provide professional functions and tasks.
- Providing specialists - subgroups for information, financial, documentation and other support of the state. companies.
In addition to the main classification by categories, there is a classification by groups, and you should not confuse them:
- Higher positions - managers, assistants, specialists.
- Main positions - managers, assistants, specialists, providing specialists.
- Leading positions - managers, assistants, specialists, providing specialists.
- Senior positions are specialists providing specialists.
- Junior positions - providing specialists.
One group of positions, by law, may contain several categories. Classification by groups is needed to more accurately determine the position of an official in the social vertical. For example, the Head of the Ministry (Minister) and the Head of Finance (Director) are not at the same level, but both areleaders.
Similar situation with military and prosecutorial ranks.
What is the civil service?
The concept of "civil service" refers to the activities of the Presidential Administration, the Government of the Russian Federation, federal and territorial bodies of the executive branch of government (services, agencies, ministries and their subjects).
There is a group of people who are not civil servants, these are State Duma deputies and members of the Federation Council, law enforcement officers, in particular judges.
The classification was created to clearly define the structure of the state apparatus, clarify the powers of each actor and a clear hierarchy of subordination of one rank to another.
Top positions
The defining group of positions is the highest position. The highest group of positions in the state civil service includes the class rank of federal employees - the actual state adviser of the Russian Federation of I, II and III classes.
This rank of state. service corresponds to a military colonel general (admiral) and a fleet general (fleet admiral) for class I. Lieutenant General or Vice Admiral for II class. Major General for III class.
For employees of the prosecutor's office, class I is equivalent to a real state counselor of justice. II class - State Counselor of Justice II class. III class - State Counselor of Justice III class.
For special ranks, respectively, for I, II and III class: Police General (FTSor justice) of the Russian Federation, lieutenant general of the police (of justice or FCS) and major general of the police (FTS, of justice).
Main positions
The main group of positions in the state civil service includes state advisers of the Russian Federation of I, II and III classes. For military service, class I corresponds to a military colonel or captain of the 1st rank (for naval forces). II class - lieutenant colonel or captain of the 2nd rank. III class - major or captain 3rd rank.
For prosecutors, each class is equivalent to Senior Justice Counsel, Justice Counsel, and Junior Justice Counsel, respectively.

Lead positions
The leading group of positions in the civil service corresponds to the advisers of I, II and III classes.
I service class is equivalent to military captain and lieutenant commander. II class - senior lieutenant. III class - lieutenant.
For a prosecutor, each class corresponds to a lawyer of the first, second or third category.
For special ranks, I class corresponds - the captain of the police, justice or FCS. II class - senior lieutenant of police, justice or FCS. III class - lieutenant of police, justice or FCS.
Senior positions
Specialists of the senior group of positions of the civil service are called referents of the Russian Federation of I, II and III classes. I classcorresponds to the prosecutor's junior lawyer.
Senior positions correspond to military ones - junior lieutenant, senior midshipman or ensign. Rank difference due to regular military service or naval service.
In special ranks, class I corresponds to a junior lieutenant of the police, justice or the Federal Customs Service. II class - senior warrant officer of the police, justice or FCS. III class - ensign of the police, justice or FCS.
Junior positions
The last group of positions in the civil service is the work of junior advisers or secretaries of the civil service of I, II and III classes. Similar to military: I class is the chief ship foreman. II class - foreman 1 tbsp. or sergeant, foreman 2 tbsp. or junior sergeant. III class - senior sailor or corporal, ordinary sailor. Difference in ranks of regular service or naval.
Referents of II, III classes and all junior positions are not present in the prosecutor's practice. Special positions corresponding to secretaries of class I - senior sergeant or foreman of police, justice. II class - police or justice sergeant. III class - ordinary police or justice.
Thus, there are five groups of positions in the civil service, which are divided into four main categories. Each civil service group corresponds to a military rank, specified by a special rank.
This system was not developed one fine day, but starting from the Table of Ranks, it has been improved over time and today it appeared in thislight. Knowing the structure of positions helps to set a goal if a citizen wants to work in this direction or better understand the structure of the state apparatus of the Russian Federation.
