The future politician was born on March 1, 1953 in the city of Stalinsk (now Novokuznetsk), Kemerovo Region.

The biography of the politician has constantly attracted the attention of various media. Among the journalists, there were also those who tried to denigrate Tolkachev, often at the request of rival ill-wishers.

In August 2013, the Bashmedia news agency showed footage obtained using a hidden camera.

In this story, a man who outwardly looks like Arsen Nurijanov (the head of BashDomKom, a former candidate for deputy of the Kurultai of the Republic of Belarus, nominated by the party"United Russia"), tells about an attempt to replace him with Anatoly Dubovsky, a member of the public chamber. Dubovsky has the support of the Speaker of the State Assembly - Kurultai of the Republic of Belarus Konstantin Tolkachev.

The story mentions that earlier during a hunt in the Tuymazinsky district, Tolkachev allegedly accidentally shot a man. This was covered up, according to a participant in the video, by Anas Khasanov, the then Minister of the Interior of Bashkortostan.

Dubovsky allegedly knows this information, but keeps silent about it, so Tolkachev has to "work it out".

Statements in the Bashmedia video

The hero of the video, outwardly resembling the head of "BashDomKom", declares that he intends to refuse to participate in the election campaign for ten million rubles (the plot was filmed until Nuridzhanov was excluded from the list of proposed candidates for the Kurultai of the Republic of Belarus), and for work BashDomKoma "should pay fifty million rubles" to RPNU.

The man in the video also stated that they were paid five million to receive a parliamentary mandate.
