He was born February 14, 1953 in the provinci altown of Pushkin (Leningrad region). The father of the future politician worked at a local military school, and his mother was a party accounting instructor.

Young Sergey learned to count, write and read at the Leningrad school No. 410. Having matured a little, he gravitated more towards the humanities, but the exact disciplines were worse for him.
