Akbulatov Edkham Shukrievich, nationality - Tatar, a native of Krasnoyarsk, was born in 1960 on June 18.

After graduating from high school, he became a student at the Krasnoyarsk Polytechnic Institute.

In the summer of 1982, he graduated from this university, having received a diploma in industrial and civil engineering, and got a job at the Krasnoyarsk Civil Engineering Institute (KISI) at the department of building structures as an assistant.

In 1985, Edkham Akbulatov was accepted as a graduate student at the Moscow Civil Engineering Institute at the Department of Reinforced Concrete Structures.

From 1988 to 1994, he held the positions of assistant, senior lecturer and associate professor at the department of building structures in the Krasnoyarsk Engineering andconstruction institute.

Public Service

From 1994 to 1998, the future mayor of Krasnoyarsk, Edkham Akbulatov, held a number of positions in the Krasnoyarsk Committee for Land Resources and Land Management. He has served as Vice Chairman, First Deputy and Committee Chairman.

In the period from 1998 to 2002, Edkham Akbulatov was appointed head of the main department of the Krasnoyarsk city administration for economics and planning.

After undergoing professional training in "state and municipal management" at the National Economic Academy under the patronage of the Government of the Russian Federation, Akbulatov became a master of management in 2001.

12/9/2002 Edkham Akbulatov was appointed deputy regional governor, giving him the position of head of the main department of the Krasnoyarsk regional administration for economic development and planning.

In October 2005, as deputy regional governor, he headed the department for planning and economic development of the regional administration.

Further career

27.06.2007 the department headed by Akbulatov was renamed the department for economic planning and industrial policy.

15.07.2008 Ekham Abulatov was also appointed deputy head of the Krasnoyarsk regional government.

In October 2008, along with the post of first deputy regional governor, he took the position of head of the Government of the Krasnoyarsk Territory.

19.01.2010 Russian President Medvedev Dmitry Anatolyevich signed a decree appointing Edkham Akbulatov acting Governor of Krasnoyarsk. Alexander Gennadyevich Khloponin, who previously held this position, became Deputy Head of the Russian Government and Plenipotentiary Presidential Representative within the North Caucasus Federal District.

Akbulatov temporarily held this post until 2010-17-02, until he was replaced by Lev Kuznetsov.

4.03.2010 the regional Legislative Assembly approved Akbulatov as the chairman of the government of the region.

14.12.2011 he was appointed to act as first deputy mayor of Krasnoyarsk, and the next day - to act as mayor.

After the election of the city mayor

10.06.2012 a new head of the city of Krasnoyarsk was elected. Turnout was 21.3 percent of urban residents. Akbulatov was able to gain approximately seventy percent of the electoral votes during this election campaign.

The administration of Krasnoyarsk, headed by Akbulatov, began to actively develop industrial infrastructure in the region, as well as establish interregional ties.

Many industry groups have signed agreements with the city administration to cooperate in the field of expanding the tax base, as well as increasing the number of jobs.

Edkham Akbulatov, whose wife provided him with all possible support, is a member of the Political Council of United Russia inKrasnoyarsk regional office.

Summing up the results of 2015, the mayor of the city noted that Krasnoyarsk, being in new economic conditions, lives more and more multifaceted.

The Administration of Krasnoyarsk adopted a new Master Plan for the development of the city, which formed a package of interconnected urban planning documents.

The result of this was that the Krasnoyarsk land has the status of the most important economic urban resource.

About five thousand hectares of urban areas have changed their urban planning regulations. This allows the municipal budget to mobilize much more resources.

From 2011 to 2014, auctions for the lease of land plots gave the city budget only 170 million rubles, while during the first two months of 2015, proceeds from similar auctions amounted to 270 million.

About the achievements of the city administration

In 2015, the fourth bridge across the Yenisei was launched, which will surely become an incentive for more active development of the Sverdlovsk and Oktyabrsky urban areas.

The following were of great importance for the life of the city:

• completion of the reconstruction of st. Dubrovinsky and Svobodny avenue;
• opening of the overpass on the street. Aviators;
• completion of the interchange on Second Bryanskaya Street;
• expansion works st. Sverdlovskaya near the fourth bridge;
• completion of repair work of the bridge, which is called "Threesevens".

Akbulatov in his speeches notes that the current economic conditions make it necessary to pay great attention to the development of partnerships between municipal and private structures.

In 2015, 16 kindergartens were put into operation, which was the result of a well-established form of interaction between the city administration and contractors.

The head of the city says that some contractors had to be literally broken to make them build the right technological chain, but the municipal administration skillfully achieved its goal.

However, the active construction of new buildings, the implementation of major repairs and the work on the purchase of objects are not the only direction for the development of the network of kindergartens.

A project on municipal-private partnership in preschool education has been implemented in Krasnoyarsk. Akbulatov said that the municipality has given parents the opportunity to send their children to private kindergartens, where they bought about 2,700 places.

More about the work of the administration

The built-up area development project was successfully implemented, which is an excellent example of good cooperation with business. This made it possible to solve the problem of emergency housing. In 2015, the administration of Krasnoyarsk completed its part of the regional targeted program for the resettlement of Krasnoyarsk residents from emergency housing.

During the year, five municipal houses were commissioned, the total area of apartments in which isalmost 58 thousand square meters.

Open auctions allowed the municipality to conclude 7 contracts for the development of built-up areas. This made it possible during the first stage, using the funds of investors, to demolish 23 barracks and resettle over eight hundred citizens.

During 2016, the volumes of the built-up area project were doubled.

A public sports infrastructure is being actively created in the city. During the year, 43 he alth and fitness clubs were opened, and an acrobatic arena was put into operation.
